On July 9, the Politburo and the Central Party Secretariat held a national conference to disseminate Regulation No. 144-QD/TW on revolutionary ethical standards of cadres and party members in the new period; Directive No. 35-CT/TW on party congresses at all levels towards the 14th National Party Congress. Attending the conference were comrades: To Lam, Politburo member, President; Pham Minh Chinh, Politburo member, Prime Minister; Tran Thanh Man, Politburo member, Chairman of the National Assembly; Luong Cuong, Politburo member, Standing member of the Secretariat and comrades of the Politburo, Secretariat members, Central Party Committee members; leaders of central and local departments, ministries, branches. Attending and chairing at the Quang Ninh bridge were comrades: Nguyen Xuan Ky, Central Party Committee member, Provincial Party Secretary, Chairman of the Provincial People's Council; Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation. The conference was broadcast online to more than 200 locations across the province with over 19,100 officials and party members attending.
Thoroughly grasping the content of Regulation No. 144 on revolutionary ethical standards of cadres and party members in the new period, comrade Nguyen Trong Nghia, Politburo member, Head of the Central Propaganda Department, stated: This is a step to concretize Conclusion No. 21-KL/TW of the 13th Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded political ideology, ethics, and lifestyle, and who show signs of "self-evolution" and "self-transformation"; affirming the special attention of the Central Committee on the importance of Party building work in terms of ethics, especially in the context that our Party is stepping up the fight against corruption and negativity, building and rectifying the Party and the political system to be truly clean and strong, so that our Party "is ethical and civilized". The core in implementing Regulation No. 144 is to make each cadre and party member truly deeply imbued with the regulations; Make revolutionary ethics a distinctive and prominent feature of cadres and party members; become a sharp weapon to overcome all challenges and temptations, repel all risks of degradation in political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party.
Comrade Le Minh Hung, Politburo member, Head of the Central Organizing Committee, thoroughly grasped Directive No. 35-CT/TW on Party Congresses at all levels towards the 14th National Congress of the Party. The Politburo set out 7 requirements for the preparation and organization of Party Congresses at all levels for the 2025-2030 term, including: The preparation and organization of Party Congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles; improve the quality of Party Congress documents at all levels; forecast the situation, clearly identify strengths, orientations, and development focuses; personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of the collective leadership and leaders according to regulations, ensuring high solidarity and unity, being cautious step by step, "doing things right"; There needs to be an effective screening mechanism and criteria so as not to miss out on truly virtuous and talented people...
Concluding the conference, Comrade Luong Cuong, Politburo member and Standing member of the Secretariat, requested: The implementation of Regulation No. 144 and Directive No. 35 must be truly serious and effective, creating a clear change in awareness and action throughout the Party and the political system, increasing consensus in society and the people. Each Party Committee, Party organization, cadre and Party member must always raise awareness of the importance of Regulation No. 144, grasp and deeply understand the regulation; focus on the role and responsibility of Party cells, Party committees, especially the heads of Party committees in the process of disseminating and organizing the implementation of the regulation.
Organize well the dissemination of Directive 35 of the Politburo, relevant regulations and instructions of the Central Committee and of the immediate superior Party Committee, ensuring that Party members throughout the Party grasp, understand, implement correctly and synchronously, consistently from the Central to the grassroots level. Leaders prepare well draft documents to submit to the congress; at the same time, organize well the discussion and contribution of opinions to the draft documents of their level and the superior level. Lead the preparation and conduct of Party congresses at all levels while leading the successful completion of political tasks of localities and units, closely linked with strengthening the work of building and rectifying the Party and the political system; studying and following the ideology, morality and lifestyle of Ho Chi Minh. Step up propaganda, mobilize the masses, patriotic emulation movements, and make achievements to welcome Party congresses at all levels towards the 14th National Party Congress.
