On the afternoon of October 26, the Provincial Party Committee held its 57th Conference to give opinions and policies on a number of contents to be submitted to the 22nd Session (special session) of the 14th Provincial People's Council under the authority of the Provincial Party Committee, along with many other important contents. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference.
The 22nd session (special session) of the 14th Provincial People's Council is expected to take place on November 5, 2024 to approve 16 contents and issue 12 resolutions. Implementing the working regulations, at the conference, the Provincial Party Executive Committee listened to and gave opinions on 4 contents under its authority, including: Adjusting the provincial budget estimate for 2024; Adjusting and supplementing the medium-term public investment plan for the period 2021-2025 with provincial budget capital; Adjusting and supplementing the public investment plan for 2024; The first draft of the medium-term public investment plan of the provincial budget for the period 2026-2030.
After listening to the opinions contributed at the conference, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee assigned the Provincial People's Council Party Delegation and the Provincial People's Committee Party Committee to direct relevant professional agencies to fully prepare the contents of the submissions, draft resolutions, and reports to have a solid basis for the Provincial People's Council committees to closely examine, in accordance with procedures, to seek opinions from the Provincial People's Council at the next session.
The Provincial Party Secretary also gave specific instructions on the submissions for opinions under the authority of the Provincial Party Executive Committee, including: Adjusting the 2024 budget expenditure plan; Adjusting and supplementing the medium-term public investment plan for the 2021-2025 period using provincial budget capital; Adjusting and supplementing the 2024 public investment plan; and the first draft of the medium-term public investment plan of the provincial budget for the 2026-2030 period.
Along with carefully preparing the contents for the 22nd Session (special session) of the 14th Provincial People's Council, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee also requested the sectors, units and localities to continue to promote the spirit of solidarity, along with courage and intelligence to carry out the remaining tasks of 2024. In particular, continue to implement strong recovery measures after storm No. 3, especially repairing houses for people affected by the storm; rebuild the economy, promote growth, ensure the growth target in 2024 reaches double digits.
The Provincial Party Committee's Mass Mobilization Committee, the Provincial Fatherland Front and socio-political organizations actively propagated and mobilized the effective implementation of social security policies, especially policies to support overcoming the consequences of storm No. 3, consolidating the great national unity bloc.
Identifying the work of Party building and rectification as a regular and key task, the Provincial Party Secretary proposed to continue to strengthen the work of Party building in terms of politics, ideology, ethics, organization and cadres in the spirit of the Resolution of the 13th National Party Congress, the Resolution of the 15th Provincial Party Congress; promote the strength of solidarity, the joint efforts of the entire political system; the sense of responsibility and pioneering and exemplary nature of the contingent of cadres and Party members, especially the leaders, to strive to contribute to promoting the further development of Quang Ninh, maintaining the position of the province in the region and the whole country; at the same time, consolidating the people's trust in the leadership of the Party and the State.
The Provincial Party Secretary also requested all levels, sectors, units and localities to continue to improve the effectiveness of State management in all fields; care for and develop culture and society, ensure social security and welfare; maintain national defense and security, and strengthen foreign relations.
Regarding the preparation for the Party Congresses at all levels for the 2025-2030 term, the Provincial Party Secretary requested to urgently deploy the contents of the preparatory work for the 16th Provincial Party Congress to ensure progress. In addition to carefully preparing for personnel work, it is necessary to continue to promote intelligence, promptly complete documents serving the congress, especially the political report submitted to the congress must have innovative and breakthrough features, so that Quang Ninh can develop to new heights, contributing and creating a new era - the era of the Vietnamese nation's rise.
