Over the past years, Party committees, authorities, agencies and units in Quang Ninh have seriously implemented the requirements and tasks specified in Conclusion No. 01-KL/TW (dated May 18, 2021) of the Politburo on continuing to implement Directive No. 05-CT/TW (dated May 15, 2016) of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.
In particular, the province focuses on thoroughly combining "studying" and "following" Uncle Ho, promoting studying Uncle Ho to become the lifestyle, thinking and working style of each cadre, party member and citizen; making President Ho Chi Minh's ideology, morality and style truly permeate social life, becoming a solid spiritual foundation, a source of great strength for the Party Committee, government and people to continue to promote internal strength, overcome challenges, and complete all tasks in the new period...
To concretize the study and follow of Uncle Ho, the province has determined the viewpoint of taking the people as the center, all decisions and actions are for the happiness of the people as Uncle Ho's teaching "Whatever is beneficial to the people, do your best, whatever is harmful to the people, avoid your best", the Standing Committee of the Provincial Party Committee has paid attention to leading and directing the close combination of studying and following the ideology, morality and style of Ho Chi Minh in performing the political tasks of each locality and unit. In particular, the implementation of Conclusion No. 01-KL/TW has directly and comprehensively promoted the work of Party building and rectification, associated with building the organization and apparatus of the political system to be streamlined, operating effectively and efficiently; building a contingent of cadres, especially a contingent of strategic cadres, leaders, managers and heads with sufficient qualities, capacity and prestige to match the tasks associated with continuing to arrange the organization to be streamlined, operating effectively and efficiently.
In particular, the province effectively resolved the breakthroughs in the resolutions of Party congresses at all levels, closely linking economic growth goals with cultural and social development, ensuring social security, welfare, progress and equity, as well as effectively resolving key and pressing issues in practice, aiming at the ultimate goal of constantly improving the material and spiritual life, prosperity and happiness of the people.
Over the past 3 years, despite facing many difficulties due to the Covid-19 pandemic, with the continuous efforts of the entire political system and the consensus of the people of the whole province in performing all tasks, the province's economy has remained stable, with the economic growth rate (GRDP) reaching double-digit growth for 7 consecutive years (2016-2022). The province's average GRDP per capita in 2022 will reach over 8,200 USD (the highest in the Northern region).
Quang Ninh has also completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period 3 years ahead of schedule according to the Central criteria. The province currently has 102 poor households, accounting for 0.026% of the total number of households; there are no poor districts or poor communes; Ha Long City has no poor or near-poor households; Quang Yen, Van Don, and Co To have no poor households; 9/13 localities have a poverty rate of less than 1%.
Promote the synchronous implementation of strategic breakthroughs, the socio-economic infrastructure system, especially transport, urban, tourism and service infrastructure, is invested synchronously, ensuring connectivity and comprehensiveness. Many transport infrastructure projects have been completed and put into operation, such as: Ha Long - Cam Pha coastal road; Love bridge; road connecting Cai Lan Industrial Park through Viet Hung Industrial Park to Ha Long - Van Don expressway; Trieu bridge (connecting Dong Trieu town, Quang Ninh province with Kinh Mon town, Hai Duong province)...
In particular, the province has completed put into operation the Van Don - Mong Cai expressway, making Quang Ninh the locality with the largest number of expressway kilometers in the country today (176/1,163km). Thereby, creating a new breakthrough in the 2020-2025 term in developing strategic transport infrastructure, promoting regional and intra-regional connectivity and international integration cooperation, opening up new opportunities and development space, creating huge new resources clearly shaping the province's key economic corridors and urban corridors to develop according to the model "One center, two multi-dimensional routes, breakthroughs, three dynamic regions".
The province's administrative reform and business investment environment have been constantly improving, and Quang Ninh is among the top in the country. In 2022, for the second time, Quang Ninh has held the top position in all four important indexes: Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR-Index), Provincial Governance and Public Administration Performance Index (PAPI) and People's Satisfaction Index with Public Administration Services (SIPAS). Quang Ninh has held the top position in the PCI index for 6 consecutive years (2017-2022) and for 10 consecutive years (2013-2022), been in the group of 5 provinces and centrally-run cities with the best economic management quality in the country.

Combining studying with following Uncle Ho's example has been creating motivation for Quang Ninh to continue to strive to achieve many important achievements in all fields; becoming one of the leading provinces in the innovation of the Northern Delta region, a growth pole of the Northern region.
