Speaking at the event, Minister of Science and Technology Huynh Thanh Dat said that the annual Intellectual Property Conference has become an important forum for the science and technology sector, where the Ministry of Science and Technology, directly the Department of Intellectual Property, reports on State management activities on intellectual property at the Central level. The conference is also a place to discuss intellectual property activities in localities, enterprises, research institutes, and universities.

This year's conference held in Hanoi is even more meaningful as Hanoi is the city that ranks first in the Local Innovation Index Rankings 2023. This is also the locality with the highest number of industrial property registrations in the country. Hanoi's experiences in building and exploiting intellectual property will be learned and replicated, making an important contribution to the development of intellectual property activities nationwide.

Minister of Science and Technology Huynh Thanh Dat said that in 2023, State management activities on intellectual property have achieved remarkable results, notably the improvement of institutions, policies and laws. Activities to support the establishment, protection, management and development of intellectual property, especially for key products and local specialties, have been promoted; the number of applications for industrial property rights registration processed increased by 13.2% compared to 2022...

According to the World Intellectual Property Organization's report, Vietnam is ranked 46th out of 132 countries and economies in the global innovation index in 2023 (up 2 places compared to 2022) and is one of the seven middle-income countries that have made the most progress in innovation over the past decade.

Hanoi is the leading locality in the country in building and exploiting intellectual property. In 2023, the number of industrial property registration applications in Hanoi was 17,539. The number of industrial property certificates granted reached 9,338 applications.

Speaking at the conference, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son said that over the past year, the city has focused on promoting the development of intellectual property associated with the development of the science and technology market. Focusing on developing science and technology according to market mechanisms, focusing on enterprises. Supporting and improving the technology absorption capacity of enterprises in the area.

Recently, the number of industrial property registrations has increased significantly, contributing to improving the spiritual and material values ​​of society. Hanoi is also the locality that ranks first in the Local Innovation Index announced by the Ministry of Science and Technology.

Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son expressed his hope that in the coming time, Hanoi will continue to receive attention and support from the Ministry of Science and Technology and other ministries and branches, especially when the Capital Law is passed by the National Assembly, creating conditions for the Capital to break through and develop quickly and sustainably.

Improving the efficiency of intellectual property enforcement systems

In addition to the achieved results, Minister of Science and Technology Huynh Thanh Dat frankly assessed that the current context is posing more requirements for State management activities on intellectual property in 2024 and the following years. Many State management activities on intellectual property are facing challenges that need to be innovated to further improve, such as the issue of speed and quality of processing applications for establishing industrial property rights; enforcement of industrial property rights; effectiveness of intellectual property management activities after protection, especially for key products and potential of the locality...

 

In 2023, the number of applications for registration of industrial property rights increased quite high (8.5%), of which patent applications increased by 10.6%, industrial design applications increased by 11.8%; the results of processing applications for establishment of industrial property rights increased by 13.2% compared to 2022. International integration and cooperation on intellectual property were maintained and achieved many important results, contributing positively to the implementation of the country's foreign affairs tasks - Deputy Director of the Department of Intellectual Property Nguyen Van Bay.

According to Deputy Director of the National Office of Intellectual Property Nguyen Van Bay, as the effectiveness of intellectual property rights enforcement in international commitments that Vietnam has participated in or negotiated to sign is tending to set increasingly higher and stricter requirements, the issue of improving the operational efficiency of our country's intellectual property rights enforcement system is becoming an urgent task.

To do this, it is necessary to continue to promote training and foster professional knowledge on industrial property for officials of industrial property enforcement agencies, establish a mechanism for close coordination, information exchange and experience exchange between industrial property enforcement agencies and with State management agencies on industrial property at both the central and local levels.

Through the practice of managing industrial property activities in the locality, Deputy Director of the Hanoi Department of Science and Technology Nguyen Quoc Ha proposed that Hanoi recommend the Ministry of Science and Technology to continue researching, guiding and developing mechanisms and policies on intellectual property valuation. This is one of the important factors in the process of commercialization and transfer of technology and intellectual property. Organize working groups to learn about experiences in managing, building and developing intellectual property abroad.
