On December 13, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai signed and issued a notice of the conclusion of the Standing Committee of the Hanoi Steering Committee on the orientation of streamlining the organization and apparatus of the political system.
For agencies and units under the City People's Committee, the Steering Committee oriented to merge the Department of Planning and Investment and the Department of Finance; merge the Department of Transport and the Department of Construction; merge the Department of Natural Resources and Environment and Agriculture and Rural Development; merge the Department of Information and Communications and the Department of Science and Technology.
The Department of Labor, War Invalids and Social Affairs merged with the Department of Home Affairs; transferred the state management function of vocational education to the Department of Education and Training; transferred the state management function of social protection, children, and prevention and control of social evils to the Department of Health.
The Religious Committee under the Department of Home Affairs was transferred to the Ethnic Committee, and the Ethnic Committee - Religion was established. The Hanoi People's Committee studied and proposed a plan to rearrange press agencies, public service units, and state-owned enterprises under the City People's Committee; reviewed all steering committees in the direction of ending their activities, only retaining steering committees with truly necessary functions and tasks.
Regarding Party agencies and organizations, Hanoi City merged the Propaganda Department of the City Party Committee and the Mass Mobilization Department of the City Party Committee; ended the activities of the Party Committee of the City Agencies and the Party Committee of the City Enterprises. Hanoi will ask for the Central Steering Committee's opinion on continuing the model of the Party Committee of the University and College Block due to the capital's characteristics of having many universities and colleges.
Hanoi will end the activities of the Party Committee of the City People's Committee; the Party Committee of the City People's Court, and the Party Committee of the City People's Procuracy.
Eight party delegations under the City Party Committee also ended their activities, including: City People's Council, Fatherland Front Committee, Labor Federation, City Women's Union, City Farmers' Association, Veterans Association, Union of Science and Technology Associations, and Union of Literature and Arts Associations.
Instead, Hanoi will establish two Party Committees according to each block of Party agencies, mass organizations, People's Council, People's Committee, and judiciary. Including the Party Committees of Party agencies, mass organizations, People's Council, and judiciary directly under the City Party Committee, including Party Committees (Party cells) in the advisory and support agencies of the City Party Committee (Organization Committee, Inspection Committee, Propaganda Committee, Mass Mobilization Committee, Internal Affairs Committee, City Party Committee Office), Hanoi Moi newspaper, Le Hong Phong Cadre Training School, People's Council, Fatherland Front, socio-political organizations, People's Procuracy, People's Court, and city-level mass organizations assigned by the Party and State.
The city government Party Committee is directly under the City Party Committee, including Party Committees (Party cells) in specialized agencies, public service units under the City People's Committee, the Management Board of Industrial and Export Processing Zones, the Management Board of Hoa Lac High-Tech Park, and a number of state-owned enterprises (depending on the scale and importance of the enterprise Party Committee).
Regarding elected agencies , Hanoi will maintain the current organizational structure, with the city level including the Office of the National Assembly Delegation and the City People's Council and 4 committees, and the district level including 2 committees. In addition, the establishment of additional committees of People's Councils at all levels according to the 2024 Capital Law will be considered after stabilizing the organizational structure.
The city proposed to merge and dissolve some committees, agencies, and steering committees of district-level Party committees; specialized agencies under the district-level People's Committees similar to those in the city. Accordingly, the Propaganda Department merged with the Mass Mobilization Department of the district, town, and city Party Committees. At this level, Hanoi also established two Party Committees according to the bloc: the Party Committee of Party agencies, mass organizations, People's Councils, and justice at the district level and the Party Committee of the district-level government.

The Department of Natural Resources and Environment and the Department of Economics merged.
According to the Steering Committee, the arrangement of agencies harmoniously combines inheritance and stability with innovation in leadership methods, streamlining the payroll and reforming the salary regime. This also aims to restructure and improve the quality of the staff, civil servants and public employees; thoroughly overcome overlapping functions and tasks, division in areas and fields; and limit intermediary organizations.
