This is the content of Decision No. 918/QD-TTg recently signed by Deputy Prime Minister Le Thanh Long promulgating the plan to implement Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo and Resolution No. 142/2024/QH15 dated June 29, 2024 of the 7th Session of the 15th National Assembly on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits (Plan).
The purpose of the Plan is to continue to thoroughly grasp and seriously and effectively implement Conclusion No. 83-KL/TW of the Politburo and related documents to raise awareness and responsibility in reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises.
Ensure the timely and quality development and implementation of specific documents on salary policies, pension adjustments, social insurance benefits, preferential benefits for people with meritorious services, and social benefits.
Report to the Politburo through the job position catalog system
One of the contents of the Plan is to promote information and propaganda work. Accordingly, the Ministry of Information and Communications, ministries, branches and localities will proactively do a good job of information and propaganda work to create social consensus, sectors, levels, agencies, organizations and units in the political system on implementing salary policies, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.
The Ministry of Home Affairs coordinates with the Central Organizing Committee and ministries, branches and localities to report to the Politburo through the system of job positions for cadres, civil servants and public employees in the political system.
Ministries, branches and localities continue to streamline the organizational apparatus, reduce the payroll of employees receiving salaries from the state budget, restructure the staff, civil servants and public employees according to job positions, titles and leadership positions according to Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW of the 6th Central Conference, term XII, in conjunction with the requirement to reform salary policy in Resolution No. 27-NQ/TW.
Research on regulations for evaluating and classifying cadres, civil servants and public employees to pay salaries and bonuses based on task performance results.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to develop and complete documents regulating new salary policies for cadres, civil servants, public employees and armed forces from July 1, 2024.
The Ministry of Home Affairs shall study and submit to competent authorities for amendment and supplementation of legal provisions on cadres, civil servants and public employees related to the authority and responsibility of leaders in evaluating and classifying cadres, civil servants and public employees to pay salaries and bonuses according to the results of performing tasks.
Timely detect difficulties, obstacles and arising problems to handle according to authority or report to competent authorities for handling during the implementation of salary policy reform contents.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Finance and relevant ministries and branches to prepare a report to the National Assembly at the 9th Session on the implementation of salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.
Perfecting the financial management mechanism for public service units
The Ministry of Finance shall synthesize the needs and sources and submit to competent authorities the supplementary funding needed to implement the adjustment of the basic salary level and bonus regime; coordinate with relevant ministries and branches to propose to competent authorities to amend or abolish the special financial and income mechanisms of agencies and units that are applying the special financial and income mechanisms and report to the National Assembly at the 9th Session of the 15th National Assembly.
In addition, the Ministry of Finance shall preside over and coordinate with relevant ministries, branches and agencies to study and submit to competent authorities the completion of financial management mechanisms for administrative agencies and public service units accordingly (including clarifying the authority of the head to use salary and regular expenses to hire experts, scientists and talented people to perform the tasks of agencies and units and to decide on the level of income payment associated with assigned tasks).
Ministries, branches and agencies shall review and submit to competent authorities for amendment and supplementation of allowance regimes and special regimes for cadres, civil servants, public employees and armed forces, where any unreasonable conditions arise during the implementation process.
