This morning, August 25, the Hanoi People's Court will open a trial for Mr. Nguyen Duc Chung and 14 other defendants, related to the planting of nearly 1 million trees. This is the fourth case in which Mr. Chung has been prosecuted.
Mr. Nguyen Duc Chung, former Chairman of Hanoi People's Committee
The Supreme People's Procuracy accused Mr. Nguyen Duc Chung of repeatedly giving verbal instructions, imposing, and forcing the Director of the Hanoi Department of Construction (at that time Mr. Le Van Duc) to order trees from the Green Ecology Company, at two projects: the nursery at the intersection of Thang Long Boulevard - National Highway 21A and planting trees along national and provincial highways.
During the period 2016 - 2019, the Maintenance Board (Hanoi Department of Construction) - representing the investor, ordered 10 contracts from the Green Tree Company and 6 contracts from the Green Ecology Company for planting trees. During the implementation process, with the purpose of "draining" the budget, the defendants colluded with each other to inflate the input price of trees, causing a loss of more than 34.7 billion VND.
The investigation conclusion of the Ministry of Public Security's Investigation Police Agency stated that the Green Eco Company was ordered to plant and move more than 868,000 trees. The results determined that the damage occurred in 4 tree planting contracts with a total amount of more than 17.7 billion VND; the contract with the lowest damage was 335 million VND, the highest was more than 10.3 billion VND.
The Green Tree Company was ordered to plant more than 40,000 trees. Under the direction of Mr. Vu Kien Trung, former Chairman of the Green Tree Company, and the leaders of the Green Tree Company, Vi Nhan Dan Company Limited was designated as the tree supplier.
Of the 10 contracts, the prosecution agency determined that the damages occurred in 7 contracts that had been settled, with a total of more than 17 billion VND. The contract with the lowest damage was 237 million VND, the highest was more than 5.7 billion VND.
It is known that the trees whose prices were inflated in the above case are date palms, small-leafed banyan trees, acacia trees... According to Thanh Nien , these trees are currently planted in many places in the capital such as Vo Chi Cong, Vo Nguyen Giap, Ton That Thuyet, Lang, and Ring Road 2 streets...
