Effectiveness of implementing Project 06 of the Social Insurance industry

(HNMO) - On May 16, Vietnam Social Security (VSS) informed about the outstanding results in the implementation of the "Project on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030" (Project 06) related to the fields of the industry.

As of May 16, the Vietnam Social Security system has authenticated nearly 83.48 million demographic information in the database managed by Vietnam Social Security with the National Population Database; and shared and provided more than 107 million health insurance information records with the National Population Database. This is an important premise for authorities to standardize data to serve the management, reform, and connection of administrative procedures, and reduce citizen paperwork.

Using citizen identification card for health examination and treatment procedures under health insurance brings many benefits.

Notably, the industry has deployed technical solutions to ensure the gradual use of chip-embedded citizen identification cards and the application of national electronic identification (VNEID) to replace paper health insurance cards for health examination and treatment under health insurance. Currently, there are 12,427 medical facilities nationwide implementing health insurance examination and treatment using chip-embedded citizen identification cards (reaching 96.99% of the total number of medical facilities). Medical facilities have welcomed and served nearly 25.74 million successful searches for health insurance card information using citizen identification cards.

Regarding the task of integrating and providing online public services on the National Public Service Portal, many services have been deployed smoothly. Notably, Vietnam Social Security has restructured its business processes and completed the integration of the service of renewing health insurance cards for households with reduced contribution levels on the National Public Service Portal from July 2022. Since its launch, the Vietnam Social Security system has received renewals for 1,301 health insurance cards through this public service.

Thanks to digital technology platforms, people can schedule online appointments with the Social Security agency.

Similarly, the public service groups "Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old" and "Death registration - Deletion of permanent residence registration - Funeral allowance" were piloted in Hanoi and Ha Nam provinces and were highly appreciated by the people. To date, the authorities in these two localities have received and processed more than 30,000 applications for health insurance cards for children under 6 years old and more than 1,100 applications for funeral allowance through the public service groups.

With the public service "Unemployment benefit settlement", Vietnam Social Security has received from the National Public Service Portal to confirm and pay unemployment insurance payment process for nearly 132,000 cases serving the settlement of unemployment benefits for employees...

In particular, Vietnam Social Security has completed upgrading the software and adding functions to support the Ministry of Health in connecting driver health examination data, birth certificates, etc. through the infrastructure of Vietnam Social Security. Up to now, nationwide, 1,273 medical examination and treatment facilities have been approved to send driver health examination data, of which 972 facilities have sent data with 294,438 data sent...
