At the press conference on the socio-economic situation of Ho Chi Minh City held on the afternoon of October 10, reporters asked: how many public and private hospitals in the city have applied medical examination and treatment (KCB) using chip-embedded citizen identification cards (CCCD)? Why is there still a situation where patients come to the hospital for examination and present their CCCD with chip but the QR code cannot be scanned, they have to use their health insurance card for examination, what is the cause of this situation? What solutions has the city's Social Insurance implemented to resolve the existing problems?
Answering the above questions, Ms. Nguyen Thi Thu Hang - Deputy Director of the City Social Insurance said that the pilot model implementation, using chip-embedded ID cards in health insurance medical examination and treatment in Ho Chi Minh City (by October 7, 2024), has synchronized chip-embedded ID cards with valid health insurance cards to use for medical examination and treatment with ID cards is 7,642,288 cards; the number of medical examination and treatment facilities using ID cards in medical examination and treatment reached 100% with 188 medical examination and treatment facilities having signed contracts (including 430 health insurance medical examination and treatment points); the number of citizens using ID cards in medical examination and treatment is more than 14 million times, successfully looked up (with information) more than 12 million times (accounting for 87%).
According to Ms. Nguyen Thi Thu Hang, the national insurance database is a national database that stores information on social insurance, health insurance, accident insurance and information on healthcare and social security that is recorded by competent authorities and ensures citizens' insurance rights and obligations.
This is a Government database built uniformly nationwide, shared by agencies, organizations and individuals to provide accurate and timely information on insurance to serve State management, meet the requirements of socio-economic development and legitimate requests of agencies, organizations and individuals.
“Ho Chi Minh City Social Security is the first unit to successfully connect with the national population database as soon as it was officially put into operation. As of September 30, 2024, the Social Security has synchronized personal identification (PID)/CCCD of nearly 8 million out of a total of nearly 8.2 million participants in the city, reaching more than 97%. The national social security database has been synchronized with the national population database, reaching nearly 99%,” Ms. Thu Hang affirmed.
However, according to Ms. Thu Hang, because there are still people participating in social insurance and health insurance that have not been synchronized with the national population database, there is still a situation where patients go to the hospital using their chip-embedded ID cards to look up information but have no information.
Regarding solutions in the coming time, the City Social Insurance has issued many documents to deploy and guide implementation to ensure consistency throughout the City Social Insurance agency system in implementing the digital transformation program and implementing Project 6, such as: reviewing, processing data, updating the ID card/CCCD number of participants. Coordinate with the City Police to review and update the ID card/CCCD. Organize visual propaganda forms by hanging banners and standees with the content "3 ways to replace paper health insurance cards for medical examination and treatment: VssID application, chip-embedded CCCD, VneID.
