Always aware of the importance of citizen reception and complaint and denunciation settlement in stabilizing security and order, creating a favorable environment for socio-economic development, Cam Pha City considers this one of the key tasks in leading and directing the implementation of political tasks.

The city thoroughly grasps and focuses on implementing the goals of "3 increases", "3 decreases" and "3 nos" according to the direction of the province in the work of receiving citizens, handling complaints and denunciations. Organize regular citizen reception sessions well; maintain the organization of monthly meetings to review the progress and results of handling complaints, denunciations, recommendations and reflections of citizens in the area; direct heads of specialized departments, heads of wards and communes to seriously perform the responsibility of receiving citizens according to regulations, linking citizen reception with handling complaints, denunciations, reflections and recommendations in the spirit of resolving the case to the end, ensuring maximum rights and legitimate interests for organizations and people.
During the settlement process, strengthen dialogue, listen to and absorb people's opinions, strictly implement regulations on handling complaints and denunciations, and create favorable conditions for people to exercise their rights to complain, denounce and litigate in cases.
The City Citizen Reception Council regularly reviews and improves when there are changes. The City also directs wards and communes to improve the grassroots mediation team, directs attention to mediation work among the people; coordinates with departments and units of the city, the Vietnam Fatherland Front Committee and socio-political organizations to organize dialogue and reconciliation when there are incidents.
In addition, proactively grasp public opinion, people's aspirations in implementing legal regulations on land, construction, compensation, and site clearance; actively mobilize and persuade citizens to stop making baseless complaints and denunciations. Timely detect conflicts and disputes among the people, proactively propose and coordinate with the government, the Fatherland Front, organizations and prestigious people in the community to directly meet the parties to explain, persuade and reach reconciliation and timely resolution at the grassroots level; actively contribute to limiting the occurrence of complaints at higher levels and in large numbers.
Cam Pha also requires agencies and units to enhance their sense of responsibility in performing public duties; continue to rectify discipline and administrative order; strictly implement legal regulations in state management, especially public investment management, land management, compensation for site clearance; ensure publicity and transparency...

In 10 years (June 2014 - June 2024), the City People's Committee regularly received 1,185 citizens, corresponding to 1,023 cases; the City Citizen Reception Council periodically received 2,180 citizens, corresponding to 1,874 cases; the Chairman of the City People's Committee unexpectedly received citizens 2 sessions/2 times/71 people.
During the period, a total of 5,192 petitions were compiled and processed, of which 4,824 petitions were under the jurisdiction of the City People's Committee, departments, offices, wards and communes. Of these, 4,633 cases were resolved; 202 cases were explained, guided in writing and directly responded to; 313 cases were transferred to competent authorities for settlement; 44 petitions did not meet the conditions for handling according to regulations.
Currently, in the city, there are no cases subject to monitoring under the direction of the Government Inspectorate. For 9 pending and complicated cases under the direction of the City Steering Committee for resolution, which have problems with mechanisms and policies, the locality has sent a written report to the province for direction to resolve them, and requested departments and branches to provide professional guidance.
In the coming time, Cam Pha City will continue to implement synchronous solutions; direct departments, offices, units, People's Committees of wards and communes to strictly implement regulations on citizen reception, complaint and denunciation settlement; strengthen coordination and unity between specialized departments and People's Committees of wards and communes in the process of resolving cases as soon as they arise. Focus on directing the final settlement of complaints and denunciations under its authority. Improve the effectiveness and efficiency of state management of land, resources, minerals, environment, construction, planning, site clearance, focus on thoroughly overcoming shortcomings and limitations; promote democracy at the grassroots level, implement publicity and transparency in the implementation of policies and laws to limit the occurrence of complaints among the people.
