Mr. Nguyen Xuan Khang, Principal of Marie Curie School (Hanoi), said that the transfer of students from schools in the same city or from other provinces is a regular, annual need. From this school year, high school students transferring to another school have encountered problems because of the difference in the combination of elective subjects, usually 1-2 subjects. Currently, schools cannot provide any guidance to students and parents and must wait for instructions. However, Mr. Khang proposed accepting the difference in some subjects in the combination of 4 elective subjects and students and parents must commit to make up for the subjects that students have not studied in the past year so that they can follow the program when they move to grade 11.

Mr. Dam Tien Nam, Principal of Nguyen Binh Khiem Secondary and High School (Hanoi), said that it is necessary to clearly stipulate that students are only allowed to change their chosen subjects once during the entire high school period so that students can consider carefully, avoiding the situation of changing back and forth many times, causing difficulties for both the teaching of schools and the students' own learning.

STUDENTS' WISHES MUST BE COMPATIBLE WITH SCHOOL CONDITIONS

According to the representative of the Hanoi Department of Education and Training, based on Official Dispatch 68 of the Ministry of Education and Training on the guidance for converting elective subjects and clusters of learning topics at high school level, the department is currently preparing to develop a guiding document suitable to the conditions and needs of schools in the city to implement before the next school year. The spirit is not to make drastic changes, causing disruption to the teaching plan and arrangement of staff and existing facilities of schools.

It is noted that some localities have issued instructions before the end of the school year for schools to implement. Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of Bac Giang, said that the department has issued a document to provide specific and detailed instructions on some contents related to the implementation of school transfers for high school students in the province, updating changes related to the implementation of the 2018 General Education Program and the revised and supplemented regulations of the Ministry of Education and Training.

Students supplement their knowledge and skills of new subjects.

According to the guidance of the Ministry of Education and Training, in special cases, if students wish to change their chosen subjects, the principal will consider and decide at the end of the school year. Students must commit to self-improvement of knowledge and skills in the new subject, with confirmation from the student's parents. The school has solutions to support students to improve the quality of learning in the new subject in the next class.

The Bac Giang Department of Education and Training assigned school principals to consider students' requests to change their chosen subjects and study groups, based on the school's organizational capacity and other conditions to meet students' requests. However, according to Mr. Khoa, no matter what, schools must seriously and fully implement the contents stated in Official Dispatch 68 of the Ministry of Education and Training.

Many schools also said that allowing students to change their chosen subjects can only be done based on the subject combinations that the school currently has, and cannot create new combinations because some students request to change subjects.

Anticipating the increasing difficulties when the new program is expanded, high schools in Hanoi believe that the important solution is to step up propaganda to students and parents about the requirements of the new program to minimize the selection of wrong subjects.

Ms. Tran Thi Hai Yen, Principal of Tran Phu High School - Hoan Kiem (Hanoi), shared that in the coming school year, in addition to arranging many rounds of direct consultation with students and parents, the school will increase online consultation and promote propaganda forms. Each student can register up to 3 wishes. The school will spend about 15 days for students and their families to consider and decide before placing them in classes.

The quality of learning of 10th grade students has changed significantly.

Statistics from the Hanoi Department of Education and Training show that in the 2022-2023 school year, among the elective subjects, physics was chosen by the most students with a rate of 68.2%; followed by informatics with 62.8%; geography 56.3%; economic and legal education 55.4%... The fact that the two subjects of fine arts and music had the fewest students, with rates of 1.8% and 4.3% respectively, is not necessarily because students do not like it, but because most high schools do not have teachers for these two subjects.

The Hanoi Department of Education and Training also informed that, with the ability to study subjects according to their wishes and strengths, the learning quality of 10th grade students has clearly changed. The results of the first semester summary show that the rate of weak and poor students in physics, chemistry, and biology has decreased to only 0.1% - the lowest level ever.

Faced with the fact that many students choose to study fine arts but cannot meet the requirements, Ms. Yen said that she has prepared the facilities and has a plan to arrange teachers. The school proposed that the city should soon organize the recruitment of music and fine arts teachers to ensure stability and better meet the wishes of students.

Similarly, Ms. Nguyen Boi Quynh, Principal of Viet Duc High School, said that next school year the school will try to recruit or sign contracts with teachers to best meet students' wishes. "When students are selected based on their true wishes, the quality of learning will be better and the need to change subjects will be minimized," Ms. Quynh shared.

In preparation for the next school year, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, noted that schools should step up propaganda, guidance and support for students and parents to choose subjects that are suitable for their abilities and career orientation. "Schools need to soon shape the classroom model for next year, clearly identify the needs for facilities and teachers to proactively prepare and try to best meet the learning aspirations of students. It is expected that in July, the city will organize the recruitment of more than 600 high school teachers. This number will partly supplement the shortage for schools to better meet the requirements of the new program," Mr. Cuong informed.
