According to Mr. Le Dinh Quyet, social network users do not have a correct understanding of the consequences and implications of sharing false, distorted or defamatory information on digital platforms. Many users have taken advantage of the rapid spread of social networks to attract attention, build their image, gain personal gain, and orient public opinion. Experts say that sanctions for violations on social networks are not strong enough to deter, and administrative penalties are low compared to the consequences that victims have to bear.
Nowadays, the act of using social networks to slander, Insulting the honor, dignity, and reputation of others will be subject to administrative penalties according to the provisions of Point g, Clause 3, Article 102 of Decree 15/2020/ND-CP with a fine of 10 - 20 million VND. In cases where the act seriously infringes upon the honor and dignity of others, criminal liability may be prosecuted under the corresponding crime such as: Crime of humiliating others prescribed in Article 155 of the Penal Code 2015 or Crime of slander prescribed in Article 156 of the Penal Code 2015.
