At the same time, they have selected key issues, key points, bottlenecks, bottlenecks, and strategic breakthroughs to focus on leading, directing, and organizing the drastic implementation of mechanisms and policies in a timely and practical manner. In recent times, the supervision activities of the City People's Council have been organized in a variety of flexible forms.

The innovation is demonstrated in the organization of meetings, decisions on important mechanisms and issues; in supervision, practical surveys...

The 2021-2026 term takes place at a very special time, with the Covid-19 pandemic breaking out and becoming complicated. In that context, along with the epidemic prevention measures being implemented, the tasks of the term still need to be ensured. The Hanoi People's Council has been flexible and creative in organizing supervision activities and holding meetings online; online combined with in-person.

In addition, to ensure that activities are unified, synchronized, smooth, and tight, in accordance with regulations, right from the beginning of the year, the Standing Committee of the City People's Council has developed a work program and proposed key and focal contents for the year. The contents are carefully reviewed to ensure that they are suitable for the city's reality.

Resolution meets practical needs

During the 2021-2026 term, the City People's Council always closely follows the Party's guidelines and policies and the State's laws, concretizes them into resolutions, issues mechanisms, policies, and practical, feasible measures suitable to the city's reality. In particular, for the sessions, the preparation work was carried out early and remotely, and urgent and important issues were correctly decided, meeting practical requirements.

At the meetings, many important and practical resolutions were passed, creating appropriate mechanisms and policies with far-reaching impacts, promoting socio-economic development, and ensuring social security in the city. In 2023 alone, the City People's Council passed more than 80 resolutions, many of which were requested by the City People's Council to be developed by the City People's Committee based on the shortcomings and problems pointed out during supervision.

Some typical resolutions include the Resolution on the socio-economic development plan for 2024, with 24 targets, 12 groups of tasks, and key solutions; Resolution on urging the acceleration of investment projects and key works; Resolution on completing the project to adjust the Capital's Master Plan, establishing the Capital Plan; Resolution on policies to encourage agricultural and rural development until 2030; Resolution on measures to strengthen fire prevention, fighting, rescue and relief work in the new situation; implementing the arrangement of commune-level administrative units, building a streamlined and effective local government...

The direction and operation of the City People's Council in recent times has had many innovations and effectiveness.

Thematic resolutions passed by the City People's Council include: the project on new rural construction; total administrative and career staff; merging villages and residential groups; specific mechanisms and policies to support policy beneficiaries, poor and near-poor households; forces and cadres working at the grassroots level... These are important policies with far-reaching impacts, promptly solving people's livelihood issues, promoting the socio-economic development of the capital.

Previously, at the meetings, the City People's Council issued a Resolution on the policy of allocating and balancing capital for the investment project to build the Ring Road 4 - Hanoi Capital Region from the city budget. This is an important national project. After being implemented, the Standing Committee of the City People's Council, the Committees, the Delegation Groups and the City People's Council delegates also regularly monitored the implementation. In fact, the Ring Road 4 - Capital Region project has been started and is being accelerated to reach the finish line on schedule.

Or the Projects on decentralization and authorization; Project on management and exploitation of public assets; Project on renovation of old apartment buildings; Investment plan to build schools meeting national standards, upgrade the healthcare system and restore historical and cultural relics... are all resolutions issued very promptly. Thereby, solving the urgent and urgent needs of the people and being trusted and highly appreciated by voters and people for their timeliness and effectiveness in life and social security.

Promote socio-economic development

 

Along with issuing resolutions on a practical basis, to ensure that the resolutions are effective when put into practice, the City People's Council has had a close supervision mechanism in many different forms such as: thematic supervision; direct supervision at the session through question and answer sessions; supervision through voter contact channels... Through that, it has promoted the implementation of the socio-economic development goals of the Capital.

According to the report of the City People's Committee, in 2023, the total state budget revenue in the area will be 411,679 trillion VND, reaching 116.6% of the estimate (an increase of 23.3% compared to the implementation in 2022).

In the first 6 months of 2024, the city has effectively implemented socio-economic development solutions; production and business maintained growth; urban management and development changed positively; urban infrastructure was well maintained; culture and society continued to develop, education quality was maintained; social security was ensured; national defense, political security, social order and safety were maintained; foreign affairs and international integration activities continued to be effectively implemented.

Specifically, the balance of revenue and expenditure of the budget is ensured; the State budget revenue in the area increased sharply (up 12.5%, reaching 61.7% of the estimate, of which domestic revenue increased 12.8%, reaching 62.8% of the estimate).

Import and export turnover recovered positively, increasing sharply compared to the same period: exports increased by 8.2% (same period decreased by 2.7%); imports increased by 13.8% (same period decreased by 16.3%).

Industrial production increased quite high, reaching 4.7% (same period increased by 2.1%), showing positive signals about the recovery of industrial production as well as export of products of the industry.

Tourism continued to grow strongly. International tourists increased by 52.6% over the same period. Domestic tourists increased by 6.0%. The system of accommodation facilities, especially 4-5 star luxury accommodation, shopping, dining and entertainment services that meet tourist standards continued to increase in both quantity and quality.

In addition, digital transformation has made positive changes. The city has effectively piloted digital transformation models for the city and "Digital Transformation Wards". Hanoi is the first locality in the country to issue a Resolution regulating fees and charges when performing online public services (the collection rate is "zero") to provide maximum support for people and businesses in performing online public services. The Local Innovation Index (PII) in 2023 ranked 1/63; the Satisfaction Index on Administrative Services (SIPAS) in 2023 increased by 9 places, ranking 21/63 provinces and cities.

Hanoi is also a pioneer in startups, innovation, applying the achievements of the 4th industrial revolution, focusing on building a smart capital. Gradually solving urban infrastructure problems related to transportation, education, health, environment, society... Two major planning projects of the capital are the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; The Project to Adjust the General Planning for Construction of Hanoi Capital to 2045, with a vision to 2065 has been commented by the National Assembly before being submitted to the Government for promulgation. These are breakthroughs, new and important driving forces, creating orientations for the development of the capital in the future.  

 

The Capital Law 2024 has been issued, with specific mechanisms and policies for Hanoi to develop breakthroughs, creating a driving force to lead the whole region and the whole country, in which it demonstrates strong decentralization and delegation of power to the Hanoi City government... To contribute to concretizing the Law, the Standing Committee of the Hanoi People's Council plans to organize 2 thematic meetings, 1 scheduled to be held in November 2024 and 1 scheduled to be held in May 2025, ensuring timely guidance on most of the provisions of the Law that will take effect from January 1, 2025 and 7 provisions that will take effect from July 1, 2025.
