The report shows that the departments of the Culture - Society sector (including the Departments of Culture - Sports, Education and Training, Health, Labor, Invalids and Social Affairs) have focused on implementing well the assigned targets according to the Resolution of the City People's Council and the common tasks and solutions of the sector, implementing the tasks of socio-economic development for the 5 years 2021-2025.

The results of implementing the cultural standard indicators show that in 2023, the rate of residential groups recognized and maintaining the title of cultural residential groups will reach 73.5% (plan 75%); the rate of villages and hamlets recognized and maintaining the title of cultural villages and hamlets will reach 64% (plan 65%); the rate of families recognized and maintaining the title of cultural families will reach 88% (plan 85-88%).

The rate of public schools meeting national standards reached 73.9% (in 2021 it was 76.9% - old criteria; the plan by the end of 2025 is 80-85%).

Health indicators: number of hospital beds/10,000 people reached 36.44 (the plan by the end of 2025 is 30-35); number of doctors/10,000 people reached 16.2 doctors (the plan by the end of 2025 is 15). The rate of communes, wards and towns meeting national health standards (new standards) reached 84.3%.

The rate of trained workers will increase from 70.25% in 2021 to 73.2% in 2023 (the final target for 2025 is 75-80%), of which the rate of workers with certificates will increase from 52.5% to 51.2% (the final target for 2025 is 55-60%).

According to the city's multidimensional poverty standards for the 2022-2025 period, at the beginning of 2022 there were 3,612 poor households (rate of 0.16%); at the beginning of 2023 there were 2,134 poor households (rate of 0.095%), up to now there are 690 poor households (rate of 0.031%), the target by the end of 2025 is 0%).

Regarding the specific tasks of the departments, there are still some limitations such as: although the unemployment rate has decreased, the quality of labor, especially rural labor, has not had many positive changes; the situation of "semi-unemployed" labor is still common.

Rapid urbanization, many new residential areas and urban areas have led to rapid population growth in some wards in districts such as Hoang Mai, Cau Giay, Thanh Xuan, Nam Tu Liem, Bac Tu Liem, Hai Ba Trung, Dong Da, Ha Dong, Long Bien... leading to overload in some schools and classrooms (number of classes/school, number of students/class, land area/students not meeting standards and regulations) in some wards, districts and counties.

Some land plots for building kindergartens, primary schools and secondary schools in new urban areas are still slow and difficult to clear; school construction is slow to recover capital so investors are not really interested in investing.

In the health sector, the overload situation in hospitals, especially in upper-level hospitals, has not been effectively resolved; there is also a shortage of drugs, vaccines, equipment and medical supplies at some public health facilities when examining and treating patients covered by health insurance, directly affecting the legitimate rights and health of the people.

Realistic assessment, demonstrating effectiveness in implementing targets

At the working session, members of the monitoring delegation raised many opinions on the implementation of socio-economic targets according to the resolution of the City People's Council, in which delegates were interested in targets such as the number of hospital beds; socialization in providing medical and educational services; poverty reduction policies, social security, policies for people with meritorious services; high-quality education model; quality of mass education, comprehensive education; decentralization of investment in educational equipment; construction of schools in new urban areas; rate of cultural families, villages, and residential groups...

In particular, delegates were interested in the progress of public investment projects and socialization of cultural and social fields such as Kim Quy Park, horse racing complex, Thang Long Imperial Palace Exhibition Area Project and Kinh Thien Palace Restoration Project...

Speaking at the meeting, Vice Chairman of the City People's Committee Vu Thu Ha said that the set targets must be evaluated in a substantive manner, thereby measuring the changes, results and effectiveness of the solutions proposed each year in practice.

Speaking at the summary of the working session, Vice Chairman of the City People's Council Pham Qui Tien assessed that the supervision session was very effective, focusing on the key points, many opinions of the members of the supervision delegation raised issues of quality, close to the task. The results up to this point show that the departments under the Culture - Social sector have been very proactive and serious in implementing the resolution of the City People's Council on the socio-economic development targets for the 5 years 2021-2025.

The discussion also showed that although the targets have been basically achieved and some targets have been exceeded, they need to be evaluated more clearly, from which proposals can be made to build targets for the next term that are closer to reality and feasible.

The head of the monitoring delegation requested the departments to clearly classify which indicators need to be continued in the next phase, which indicators need more focus, thereby advising the city in building the 5-year plan for the next phase.
