Supervision of quality management of urban construction works

Informing the monitoring delegation, Vice Chairman of Nam Tu Liem District People's Committee Nguyen Thanh Binh said that from 2021 to present, specific solutions have been implemented to improve the efficiency of quality management and construction maintenance, labor safety, and environmental sanitation at projects in the area.

The monitoring team conducted a field survey at the Le Quang Dao extended road project (in Nam Tu Liem district).

The district conducts periodic and surprise inspections in accordance with construction quality management regulations. From January 1, 2021 to May 31, 2024, the district has inspected and accepted a total of 62 projects.

According to the Vice Chairman of the People's Committee of Nam Tu Liem District, there are still some shortcomings, limitations, difficulties and problems in the management of construction quality under the State management scope assigned to manage according to the authority in the area: some projects when implementing encounter difficulties in site clearance; or there are arising adjustment contents leading to the need to carry out procedures, adjust and approve design adjustments. Therefore, the work of quality management acceptance as well as the works handed over for use, and the finalization work is prolonged compared to the original schedule.

Regarding Dan Phuong district, according to Vice Chairman of the District People's Committee Nguyen Thac Hung, the district has recently issued plans to direct specialized departments and offices to plan regular, periodic and unscheduled inspections of quality management of organizations and individuals participating in construction works and the quality of construction works in the area.

The district also coordinates with the Department of Construction and the Department of Transport to inspect construction quality, labor safety, and environmental sanitation of projects under the authority of the Department.

At the same time, Dan Phuong District People's Committee directed the Urban Management Department and the Urban Construction Order Management Team to preside over and coordinate with relevant agencies to conduct surprise inspections of works under their management authority.

From January 1, 2021 to June 2024, the District People's Committee conducted planned inspections of works under its management authority for 17 works. The inspection showed that during the inspection process, the basic documents were complete on legal documents related to construction investment, and the construction quality management documents were in accordance with regulations on quality management and maintenance of construction works. The inspection process at the construction site showed that there were still some shortcomings such as: protective equipment and labor safety for workers were still sketchy; materials, machinery and equipment on the construction site, ensuring traffic safety and environmental sanitation in the construction area were not neat and clean; documents and minutes of acceptance of stages and items were not timely...

Regarding the number of works that have passed the acceptance test and been put into use according to authority, from 2021 to 2024, a total of 288 acceptance tests have been conducted (including 103 technical infrastructure works; 97 civil works; 95 traffic works).

The acceptance of construction project documents basically meets the requirements and regulations. Most of the construction projects are renovations, repairs, and upgrades, with small, simple scales...

The People's Committee of Nam Tu Liem and Dan Phuong districts requested the Department of Construction to strengthen training and professional guidance to improve the capacity of appraisal staff; the quality and progress of construction project appraisal must ensure compliance with regulations and investment efficiency of the project.

Through field surveys and working with units, Deputy Head of the Urban Committee, Hanoi People's Council Tran Hop Dung suggested that the Departments of Construction and Transport coordinate to manage construction quality in the localities. Focus on training and coaching for urban management staff in the area.

For districts, it is recommended to supplement reports and connect with the Departments to have full and regular reports; at the same time, strengthen inspection of compliance with construction law regulations in the area, note that the construction process must ensure hygiene and safety, labor safety...
