The Provincial People's Council's monitoring delegation requested the Department of Justice to provide information on the results of handling administrative violations (VPHC) decentralized according to authority and forms of punishment in 4 areas: land; environment; construction; security, order, social safety; prevention of social evils.
At the provincial level, in the land sector, the Department of Justice said it had detected and punished 21 cases, with 21 subjects. In the construction sector, it detected and punished 49 cases/47 subjects.
In the environmental field, 5 cases/5 subjects were detected and punished. At the same time, 12 cases/28 subjects were detected and punished in the field of social evil prevention.
According to the Department of Justice, the database serving the search, review, and inspection of violations by individuals and organizations among sanctioning agencies has not been synchronized or digitized, causing difficulties in management, review, and law enforcement in accordance with regulations. The process of enforcing decisions on administrative sanctions is complicated and difficult to apply in practice.
Meanwhile, the organization, apparatus and personnel performing the task of enforcing the law on handling administrative violations from the provincial to grassroots levels are currently lacking, frequently changing, of uneven quality, and holding many other jobs, so the implementation is not timely and the efficiency is not high...
Vice Chairman of the Provincial People's Council Nguyen Cong Thanh requested the leaders of the Department of Justice to receive comments and suggestions to adjust and supplement the official report sent to the Provincial People's Council Supervision Delegation.
From the results of monitoring in localities and related sectors, the Provincial People's Council will have a thematic monitoring resolution to contribute to gradually improving law enforcement in the field of handling administrative violations in the province.
Regarding the limitations, difficulties and problems mentioned in the report, Vice Chairman of the Provincial People's Council Nguyen Cong Thanh requested the Department of Justice to review, make specific recommendations and proposals to competent authorities, as well as departments, branches and localities to remove them and have a common voice in inspecting, detecting and promptly handling administrative violations.
