Hau Loc implements Directive No. 40-CT/TW "on strengthening the Party's leadership over social policy credit"

After 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 and nearly 4 years of implementing Conclusion No. 06-KL/TW dated June 10, 2021 of the 11th Party Central Committee Secretariat "on strengthening the Party's leadership over social policy credit", Hau Loc district has promptly transferred policy credit capital to the poor and other policy beneficiaries, actively contributing to the implementation of national target programs on sustainable poverty reduction, new rural construction and ensuring social security.

The Standing Committee of the District Party Committee and the People's Committee of Hau Loc District have issued many plans and documents to direct and direct the Party Committees, Party cells, departments, branches and localities to implement synchronously and comprehensively, ensuring compliance with the spirit and policy of the Party and Government of "Leaving no one behind". These drastic and synchronous instructions have profoundly changed the awareness and actions of Party committees at all levels, authorities and socio-political organizations in promoting the implementation of social policy credit. Party committees and local authorities in the district have recognized and highly appreciated the role and affirmed the importance of social policy credit in realizing the goal of poverty reduction, ensuring social security and building new rural areas in the area.

In the chirping sound of cicadas and the hot sun of the summer days of June, on the long, airy, clean roads with rows of green trees connecting villages, production areas..., Mr. Nguyen Van Quynh, Chairman of the Farmers' Association of Phu Loc commune led us to visit some typical farm and ranch models. Phu Loc is an advanced new rural commune and is in the process of building a model new rural area, one of the leading units of the district in economic development, always pioneering in movements. Participating in the management of policy credit capital, up to now, the Farmers' Association of Phu Loc commune led by Mr. Nguyen Van Quynh as Chairman of the Farmers' Association has received the trust from the Bank for Social Policies with a capital of 7 billion 950 million VND, lending capital to 188 households, managing 4 Savings and Loan Groups (TK&VV). Under the direction of the Commune Party Committee, policy credit capital is carefully selected and evaluated by the Farmers' Association; continuously monitor and guide the use of capital, maximize the efficiency of economic development investment, meet the needs of environmental sanitation improvement, study costs for students... Thereby increasing income, improving the lives of households, contributing to the construction of new rural areas in the locality. In particular, in the process of implementing and using loan capital, Phu Loc is a unit that has not incurred bad debt or overdue debt for decades.

Another typical example is Ms. Trieu Thi Tuyet Mai, Chairwoman of the Women's Union of Ngu Loc commune - one of the female union officials who is agile and enthusiastic about her work. From the first days of getting involved with social policy credit capital, from a cadre until now, after 10 years as the chairwoman of the Women's Union, she is still diligently participating in managing policy credit capital in Ngu Loc, an island commune with very special natural and economic conditions in Hau Loc district.

Ms. Trieu Thi Tuyet Mai, President of the Women's Union of Ngu Loc commune, said: "In 2014, the Women's Union of Ngu Loc commune managed a capital of 14 billion 620 million VND with 14 savings and credit groups for 506 households to borrow capital; of which overdue debt was 208.9 million VND, savings deposits of group members were 409 million VND. Up to now, the outstanding debt of the Women's Union of the commune has reached 37 billion 360 million VND, an increase of 255%; deposits of group members borrowing capital reached 3 billion 328 million VND, an increase of 814%".

In coordination with the Bank for Social Policies, the Women's Union of Ngu Loc commune, managed by Ms. Mai, has reorganized, reorganized, and improved the quality of credit, so far it has been streamlined to 9 Savings and Credit Groups with 511 households borrowing capital, with overdue debt of only 15.4 million VND (a decrease of 193.5 million VND). With their tasks and functions in the work, Ms. Mai and the Women's Union of the commune have managed policy credit capital well; there has been a big change in the scale as well as the quality of credit.

Along with the association's work, in developing the family economy, Ms. Mai is also a typical example with the Mai Huong dried shrimp product. From the loan capital of the program to support, maintain and create new jobs of the Bank for Social Policies with the amount of 100 million VND, Ms. Mai's family has used the loan capital correctly and effectively, after deducting expenses, her family earned a profit of 400 million VND/year. Not only bringing economic benefits to the family, creating jobs for nearly 10 local workers, her family's dried shrimp product is also recognized as an OCOP product in 2023, currently present in many provinces and cities across the country.

The typical individuals in the management of policy credit capital have demonstrated the correctness and effectiveness under the direction of the Party Committees at all levels. Thanks to the effective implementation of policy credit activities, in the past 10 years, in Hau Loc district, 3,685 households have escaped poverty; 5,209 poor households have improved their lives; over 6,000 households have changed their awareness and economic practices; the number of workers who have been given new jobs thanks to loans from credit programs of the Vietnam Bank for Social Policies is 1,509, of which 693 workers go to work abroad for a limited period; 3,585 students in difficult circumstances have received loans; 12,348 clean water and environmental sanitation works in rural areas have been built and renovated; 785 houses of poor households have been newly built thanks to loans from the Vietnam Bank for Social Policies. The rate of poor and near-poor households has now decreased to 2.04% and 3.87% respectively.

Mr. Le Duc Cuong, Director of the Social Policy Bank of Hau Loc district affirmed: “With the synchronous participation of the entire political system, the district's policy credit capital has become increasingly effective, contributing to improving the capacity and operational efficiency of the Social Policy Bank in the area, and credit quality has been increasingly improved. As of May 31, 2024, policy credit capital has covered 23 communes and towns with 153 villages/neighborhoods. The scale reached 566 billion 708 million VND entrusted to 53 commune-level associations, 254 Savings and Credit Groups, an increase of 193% compared to 2014 (293 billion 830 million VND). Of which, the capital entrusted from the district budget reached 8 billion 726 million VND. Overdue debt decreased from 1 billion 743 million VND (0.59%) to 606 million VND (0.1%).

It can be seen that the effectiveness of social policy credit has also overcome the limitations of the free policy, creating a fundamental change in the awareness of the poor, from inferiority complex, dependence, fear of borrowing capital, not knowing how to use capital to determination to escape poverty, the will to rise up to become rich legitimately. Preferential loans through the Bank for Social Policies have overcome the shortage of capital, lack of jobs, prevented usury in rural areas; narrowed the gap between rich and poor, and improved people's lives. Thereby, it has had a positive impact, improving cultural life, contributing to socio-economic development, stabilizing social order and safety, and strengthening people's trust in the Party and the Government.

Economic development programs from loans from the Social Policy Bank are used effectively by the people.

Looking back at the results of policy credit activities after 10 years, Directive 40-CT/TW has brought a new vitality, becoming a fulcrum to help poor and near-poor households rise up in life, contributing to the implementation of the goal of sustainable poverty reduction and ensuring social security of the locality; affirming the attention of leadership, direction, correctness, suitability, practicality, and breakthrough in organizing and implementing social credit, along with the consensus and support of all levels, sectors and the masses of people, to build and reap achievements in all fields. This is a solid foundation for the Party Committee, government and people of Hau Loc district to unite, unite, overcome difficulties and challenges, continue to develop, and gradually realize the aspiration of building Thanh Hoa into a model province.
