The leader of Ward 1 People's Committee said that security cameras recorded two young men wearing masks, riding a motorbike with a covered license plate, and painting on a stone bench early this morning, when there were no people around. The ward mobilized forces to remove the advertisement and at the same time reported to the authorities to handle the matter.
A representative of the Vung Tau City Urban Management Department said that the stone benches in Wards 1, 2, Thang Tam, Bai Truoc and Bai Sau areas were all sprayed with gambling advertisements. The painter used a type of paint that regular gasoline could not erase, and had to buy acetone to clean it off.
The practice of painting gambling and betting advertisements on public buildings has occurred in many provinces and cities. In Ho Chi Minh City, some people hired to paint gambling website advertisements on park benches were fined by the police. In Nha Trang, street medians are also in a similar situation.
According to Decree 144, painting or drawing on walls or public works without permission from competent authorities will be subject to a fine of up to VND5 million. The painter may be charged with property destruction as stipulated in Article 178 of the Penal Code.
