The Chairman of the City People's Committee directed to ensure sufficient human resources, funding, materials, equipment, and vaccines to accelerate the vaccination progress, to be completed in March 2025. Effectively implement the expanded vaccination program, catch-up vaccination, and catch-up vaccination for subjects who have not been vaccinated or have not been fully vaccinated. Organize vaccination forms suitable to the actual conditions and characteristics of each locality to quickly vaccinate subjects.
Authorities at all levels need to coordinate and support the health sector to strengthen screening and management of vaccination subjects to ensure close adherence to the actual situation in the area; not to miss any subjects, especially in areas at risk of outbreaks, with the spirit of "going to every alley, knocking on every door, screening every subject".
In addition, strengthen information, communication, and propaganda to mobilize people, especially in remote, border, and island areas, to proactively implement measures to prevent and control measles and have children fully vaccinated on schedule according to the instructions of the health sector.
The Department of Education and Training shall direct educational institutions to implement measures to prevent and control measles epidemics according to the instructions of the health sector; monitor the health of children and students and immediately notify medical facilities when detecting suspected cases of measles for timely isolation and treatment; mobilize parents to take their children for full and timely vaccination.
The city's press agencies are requested to strengthen propaganda on measures to prevent and control measles; provide regular, complete and accurate information on the epidemic situation; prevent and handle incorrect information about measles.
In Quang Ninh, as of March 18, 2025, the whole province recorded 132 positive cases of measles, lower than the average number of cases compared to other localities nationwide. Currently, the rate of full vaccination for children under 1 year old is 12.4% (reaching 13.1% of the annual plan). Of which, the rate of measles vaccination for children 9 months old is 12.66%.
According to the Ministry of Health's plan to implement the second measles vaccination campaign in 2025, by the end of March 2025, Quang Ninh needs to inject over 27,000 measles and measles-rubella vaccines to ensure the vaccination plan.
Speaking at the meeting on March 19, Ms. Nguyen Thi Hanh, Vice Chairwoman of the Provincial People's Committee, acknowledged the efforts of the health sector and localities in implementing vaccination work in the province, contributing to the effectiveness and safety. Affirming that measles vaccination is an important solution to prevent epidemics, the Vice Chairwoman emphasized that vaccination must be organized simultaneously in the province; ensuring that each vaccination site must have a qualified emergency team during the vaccination process.
Currently, localities with high numbers of measles cases such as Ha Long, Mong Cai, Cam Pha, and Quang Yen are stepping up screening and fully vaccinating children of the right age, ensuring safety and on schedule.
In particular, departments, branches and localities need to make vaccination an important task to implement widely and achieve the highest efficiency. The Department of Education and Training, the Provincial Communication Center and localities strengthen propaganda and mobilize parents to take their children for vaccination to ensure children's safety. Localities strengthen screening and updating the number of children, not to miss children of vaccination age. The health sector quickly receives and distributes measles vaccines to localities to quickly implement vaccination, to be completed before March 30.
After March 30, 2025, departments, branches, and localities will review and vaccinate young people who are transient in the province to ensure safety and increase community immunity.
