On September 3, the Hai Phong City Police Department of Security Investigation announced that it was investigating a criminal case of “Fraudulent appropriation of property; counterfeiting seals and documents of agencies and organizations; using fake seals or documents of agencies and organizations” occurring in the area and notified the search for victims.
The results of the investigation of the case so far have determined: Although not allowed to sell land and not yet notified by the competent authority of eligibility to open for sale future houses in 2 commercial housing construction investment projects in Ai Ba Chuc area and Quai Chao area, Tram Bac village, Le Loi commune, An Duong district, but from 2020 to present, Bui Thi Kim Dung (born in 1972, residing in Hong Bang district, Hai Phong city) has used the name of director, legal representative of Cau Vong Hoa Lan 7 and 1 Trading Service Joint Stock Company to transfer land plots of these 2 projects to many people.
The police agency determined that the defendant Bui Thi Kim Dung received more than 293 billion VND to transfer 204 plots of land in the above 2 projects to 46 people, but these 46 people have not been given land by the defendant Dung. After receiving the money, the defendant Dung did not transfer this amount to the company's account to continue implementing the project but used it for personal purposes.
Based on collected documents and evidence, the Hai Phong City Police Department of Security Investigation has issued a decision to prosecute Bui Thi Kim Dung for the crime of "Forging seals and documents of agencies and organizations; using fake seals or documents of agencies and organizations".
Meanwhile, expanding the investigation, up to now, the Hai Phong City Police Department of Security Investigation has issued a decision to supplement the decision to prosecute the accused Bui Thi Kim Dung for the crime of "Fraudulent appropriation of property". To resolve the case, ensure compensation for damages, and resolve the rights of related people, the Hai Phong City Police Department of Security Investigation has seized 204/224 plots of land belonging to 2 commercial housing construction investment projects in Ai Ba Chuc area and Quai Chao area in Tram Bac village, Le Loi commune, which were granted certificates of land use rights, house ownership rights and other assets attached to land by the Department of Natural Resources and Environment of Hai Phong City to Cau Vong Hoa Lan 7 and 1 Commercial Service Trading Joint Stock Company.
Hai Phong City Police informs individuals and organizations that have transferred money to Bui Thi Kim Dung and Cau Vong Hoa Lan 7 and 1 Trading Service Joint Stock Company to receive land transfer of the above 2 projects but have not contacted, provided information, documents, and related contracts to Hai Phong City Police.
