Implementing the province's direction in disbursing public investment capital, contributing to ensuring growth targets after the impact of storm No. 3, Hai Ha district has been focusing on implementing synchronous solutions to speed up the construction progress of key works and projects.

In 2024, Hai Ha district was assigned a total public investment capital plan of nearly 561 billion VND to implement 8 transitional projects and 28 newly started projects. In which, the main source is the direct support from the provincial budget, targeted supplements, capital from the Overall Program for sustainable socio-economic development to firmly ensure national defense and security in communes, villages, and hamlets in ethnic minority areas, mountainous areas, border areas, and islands associated with the construction of new rural areas, advanced new rural areas, and model new rural areas of Quang Ninh province in the period of 2021-2025, supporting the rural traffic upgrading program.
As of mid-September, Hai Ha district has disbursed over 125 billion VND of public investment capital, reaching 22.3% of the plan and 27.4% of the plan assigned at the beginning of the year. According to the analysis of Mr. Pham Van Tho, Director of the Hai Ha District Project Management Board: In 2024, investment capital for newly started projects accounts for more than 69% of the capital plan, and at the end of February, there was only a decree detailing and guiding the implementation of the Bidding Law, so investment preparation was delayed by 2 months. Meanwhile, the provincial budget capital to support the Rural Transport Project in July was only assigned, and the rainy weather conditions from May to September have greatly affected the disbursement of public investment capital.

Implementing the province's direction to focus on disbursing public investment capital, promoting socio-economic development and the annual growth target, Hai Ha district has requested contractors to mobilize additional human resources and equipment, increasing construction time from 2 to 3 shifts per day for transitional projects and newly started projects. Currently, 19 projects in the list of newly started projects have been organized for construction and by the end of September, it is expected to complete bidding and sign construction contracts for the remaining 9 projects.
To speed up the progress of projects during the dry months, along with requiring contractors to mobilize human resources and equipment, Dam Ha district also focuses on removing bottlenecks in investment and basic construction.

Mr. Nguyen Huu Liem, Vice Chairman of Hai Ha District People's Committee, said: Along with strengthening the budget collection to ensure the district-level budget to match the projects supported by the province, the district focuses on coordinating with departments and branches in speeding up the completion of land allocation procedures to implement the project, granting exploitation rights to construction units; plan for handling public assets; completing compensation procedures for land acquisition and clearance, mobilizing people to donate land and hand over clean sites as soon as possible; organizing construction as soon as land acquisition and clearance is completed; increasing technical staff to supervise the site for technical work and promptly resolve arising problems. Strive to complete 100% of the plan assigned at the beginning of the year by December 31.
