The Hanoi People's Committee has just developed a Plan to implement the Hanoi Party Committee's action program to implement Resolution 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045 in Hanoi.

Accordingly, Hanoi City aims to strive for an urbanization rate of about 60-62% by 2025, and about 65-75% by 2030. The ratio of urban construction land to total natural land area will reach about 30% by 2025, and strives to reach about 33-36% by 2030.
By 2025, Hanoi strives to complete 100% of district construction plans, satellite urban zoning plans, functional area construction zoning plans, detailed plans for renovation and reconstruction of old apartment buildings, urban renovation, embellishment, reconstruction and development programs in the city; a system of regulations and rules related to planning and architectural management; complete adjustments to plans to ensure conditions for developing districts into districts.
The city also strives for the ratio of urban traffic land (including static traffic) to urban construction land to reach 12%-15% by 2025, and 15%-20% by 2030; The ratio of public passenger transport to reach about 30-35% by 2025, and about 45-50% by 2030; The average green area per urban resident to reach about 7.8-8.1m2/person by 2025, and about 12-14m2/person by 2030; The average housing floor area per capita in urban areas to reach 31m2/person by 2025, and 33m2/person by 2030.
The city will renovate, upgrade and invest in building new hospitals; in which, priority will be given to early completion of 4 large general hospitals at the gateways of the capital, completing the target of 30-35 hospital beds/10,000 people by 2025. Strive to increase the total number of hospital beds of medical facilities (at specialized medical centers, general hospitals at all levels) by 2025, expected to reach about 21,880 hospital beds, by 2030 about 24,380 hospital beds.
Strive for the ratio of hospital beds of urban health facilities per 1,000 people by 2025 to 3.2 by 2030 and a minimum of 15 doctors/10,000 people; at the same time, it is associated with the development of human resources to ensure operation upon completion of investment.
The City People's Committee strives for an average GRDP growth rate in the 2021-2025 period to be higher than the average growth rate of the whole country; GRDP in the 2026-2030 period to increase by 8-8.5%/year; GRDP per capita to reach 12,000-13,000 USD; the contribution of the processing and manufacturing industry in GRDP to 17% by 2025, and 20% by 2030; the contribution of the digital economy in GRDP to 25-30% by 2025, and 35-40% by 2030; the proportion of the cultural industry in GRDP to 5% by 2025, and 8% by 2030; The proportion of high-tech agricultural production value in the total agricultural production value by 2025 is 70%, and by 2030 is 80%.
