To realize this major orientation, Hanoi City is focusing on directing and organizing the synchronous implementation of planning work for riverbank areas, outside the Red River and Duong River dykes.
Focus on planning projects
With the goal and characteristics of the green corridor of the Red River and Duong River as stipulated in the Master Plan for the Capital Construction approved by the Prime Minister in 2011, the area has diverse landscape, cultural and historical factors, in the context of complicated existing status and strict legal regulations, the City People's Committee has directed the Department of Planning and Investment, the Hanoi Institute of Construction Planning to resolutely organize the establishment, appraisal and the City People's Committee has approved 2 important urban subdivision planning projects: the Red River urban subdivision planning at a scale of 1/5000 and the Duong River urban subdivision planning at a scale of 1/5000.
To implement these two plans, the City People's Committee has directed districts to urgently draw boundary drawings, make detailed plans at a scale of 1/500 for existing residential areas that are protected; specifically determine the legal status of land use for each plot of land in existing residential areas, as a basis for granting land use right certificates and construction permits according to regulations. Inspect, manage, and supervise construction according to the Plan, handle cases of construction that violate the Plan according to the authority and regulations of the Law. Review and adjust programs, plans, plans, and related investment projects in the area in accordance with the approved Zoning Plan.
In parallel with the process of organizing and implementing the Red River Urban Zoning Plan, with the area of special value being Bat Trang ceramic village, the City People's Committee has also directed the international competition and established the detailed planning project for the preservation and development of traditional craft villages combined with tourism in Bat Trang ceramic village, scale 1/500.
Currently, the Department of Planning and Investment is urgently coordinating with the consulting unit to complete the project, ensuring compliance with regulations to meet the appraisal conditions and submit to the competent authority for approval.
"The projects are unique and complex, and are being implemented for the first time in the city and the whole country. Hanoi has a policy of selecting plans and inviting foreign consultants to implement a number of projects to improve feasibility, access modern technology, preserve traditional values, and develop tourism," said Director of the Department of Planning and Investment Nguyen Trong Ky Anh.
Need to speed up progress
In addition to the achieved results, the past time has shown that there are still some shortcomings, limitations, obstacles and difficulties in the planning of riverbank areas and outside the dike in the city. Specifically, at the explanation session of the Standing Committee of the Hanoi People's Council on planning, land management and construction order in the riverbank area held recently, Head of the Culture - Society Committee, Hanoi People's Council Nguyen Thanh Binh stated that after 3 years of the Red River and Duong River zoning plan being approved, 13 districts within the planning scope have not yet completed the detailed planning at a scale of 1/500 for existing residential areas that are protected and specifically determined the legal status of land use.
Explaining this issue, Director of the Department of Planning and Investment Nguyen Trong Ky Anh said that, up to now, based on the opinions of the Department of Agriculture and Rural Development, localities have reviewed, reported and shown certain difficulties related to the provisions of the Land Law through the stages, such as technical guarantees within the boundary of the flood escape corridor. To outline the space of the flood escape corridor with rivers is difficult to implement in the field without specific plans and measurements.
“Hopefully in the coming time, when the Capital Planning has been approved, the specific contents of residential areas outside the beach according to Decision No. 257/QD-TTg of the Prime Minister approving the Flood Prevention and Control Planning and the dyke planning of the Red River and Thai Binh River systems, as well as according to the Capital Planning will soon be implemented to soon stabilize the situation of construction investment and construction permits for construction projects, especially individual houses for people” - Mr. Nguyen Trong Ky Anh expressed.
Architect Tran Huy Anh - Standing Member of the Hanoi Architects Association said that the Capital Law directs the establishment of the Capital Planning and the adjustment of the Capital General Planning so that the Red River becomes a "green axis, central landscape, and harmonious urban development on both sides of the river of the city. When implementing these specific plans, the detailed plans need to ensure the prerequisite that the Red River must have enough space for water to flow and the water must be clean.
On December 12, Prime Minister Pham Minh Chinh signed Decision No. 1569/QD-TTg approving the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050. On that basis, the City People's Committee requested relevant units to adjust the 1/5000 and 1/2,000 scale planning accordingly for early completion in 2025. For districts, it is necessary to focus on removing difficulties to speed up slow-progressing projects, including projects located in riverbank areas and outside the dike.
