As of May 20, 2024, 488/579 (84.28%) communes, wards and towns have been recognized as meeting national criteria. 15 districts have 100% of communes, wards and towns meeting national criteria. However, the system of legal documents is still overlapping and unclear, especially documents on procurement, bidding, socialization... Sometimes businesses do not fully understand, leading to unintentional violations.
“In reality, administrative procedures for project implementation are relatively complicated, involving many different areas of state management (investment, construction, health, labor, finance, etc.); the resolution of these procedures is sometimes unclear for investors to comply with and implement,” Mr. Hieu informed.
At the Dialogue Conference to remove difficulties and obstacles for enterprises investing and operating in the cultural and social fields in 2024 organized by Hanoi City on August 16, Prof. Dr. Do Tat Cuong, Deputy General Director of Vinmec Healthcare System, asked about the City's policies in supporting medical enterprises, especially the private sector, in recruiting, training and developing high-quality medical human resources; the City's plan to coordinate with universities and colleges in the medical sector to create human resources to meet current needs; Hanoi's investment promotion programs to attract medical and high-tech projects...
Discussing this issue, Deputy Director of the Department of Health Vu Cao Cuong said that at present, the number of doctors in the city is 16 doctors/10,000 people; the number of hospital beds/10,000 people is 31.6%. Currently, there are about 20 projects of private hospitals undergoing investment procedures in Hanoi; 4 projects have been put into operation with about 5,000 hospital beds.
Regarding joint ventures, partnerships, and cooperation in medical examination and treatment in the medical supply chain, the City always encourages and creates conditions for non-public medical facilities to develop, paying special attention to the establishment of new high-quality, modern medical facilities and medical examination and treatment facilities in economically disadvantaged areas. According to the Deputy Director of the Department of Health, to do this, it is still necessary to follow legal regulations.
“In the next phase, when the Capital Law 2024 comes into effect, there will be some contents related to the health sector. In particular, new investment projects in the city in the fields of medical examination and treatment and high-quality medical examination and treatment facilities will enjoy preferential policies,” informed Deputy Director of the Department of Health Vu Cao Cuong.
Improve investment environment
In recent years, the City has been actively implementing solutions to improve the investment environment, creating favorable conditions for domestic and foreign healthcare enterprises to invest in Hanoi. Regarding the issue of improving the investment environment and creating favorable conditions for domestic and foreign medical enterprises to invest in Hanoi, Director of the Hanoi Department of Planning and Investment Le Anh Quan said that enhancing competitiveness and improving the investment environment is always the focus of the City to create resources from attracting investment for development, especially promoting the attraction of foreign investment capital.
In addition to implementing incentives according to investment law, the City has issued Decision No. 17/2023/QD-UBND dated August 28, 2023 on preferential land rent policies in a number of fields, including healthcare (60% reduction in land rent for 4 districts of Ba Dinh, Hoan Kiem, Dong Da, Hai Ba Trung; exemption of land rent for the remaining districts when meeting sufficient conditions).
Accordingly, the newly issued Capital Law 2024 also clearly states the development orientation and policy issuance for the Capital's healthcare: in accordance with the structure, population size, and locality... On that basis, the City is focusing on developing policies and regulations to effectively deploy and implement the Capital Law 2024.
In particular, Hanoi City always encourages units in the industry to innovate, support research and development projects, especially initiatives to apply new technologies in the health sector; encourage cooperation between the public and private sectors in providing health services and developing health projects...
“Every year, the City always publishes a list of investment attraction projects and implements domestic and foreign investment promotion programs. In the coming time, Hanoi will prioritize attracting investment in line with the general development trend, which can participate in the global value chain, contribute to improving the quality of life of the people and exploit the advantages of the Capital,” shared the Director of the Hanoi Department of Planning and Investment.
