Hanoi approves list of job positions of Party and mass organizations

Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen has just signed and issued Notice No. 1639-TB/TU, the conclusion of the Standing Committee of the City Party Committee on approving the list, job position descriptions, civil servant rank structure, professional title ranks of officials of Party agencies, the Vietnam Fatherland Front and socio-political organizations of the city in 2024.

Previously, on April 4, 2024, the Standing Committee of the City Party Committee met and listened to the report of the City Party Committee's Organization Committee on the approval of the list, job description, civil servant rank structure, professional title ranks of officials of Party agencies, the Vietnam Fatherland Front and socio-political organizations of the city in 2024. Politburo member, Secretary of the Hanoi Party Committee Dinh Tien Dung chaired the meeting.

After listening to the presentation of the report and opinions of the City Party Committee's Organizing Committee at the conference, the Standing Committee of the City Party Committee unanimously concluded: Approve the results of the review and adjustment of the list of job positions, staffing quotas, and labor contracts of agencies, public service units of the Party, the Vietnam Fatherland Front, and socio-political organizations of the City in 2024; approve the framework of job position descriptions of the City Party and mass organizations. Based on the approved content, the City Party Committee's Organizing Committee is assigned to advise the Standing Deputy Secretary of the City Party Committee to sign and issue the Report on job positions as required in Official Dispatch No. 6063-CV/BTCTW, dated December 19, 2023 of the Central Organizing Committee to implement the new salary policy for cadres, civil servants, and public employees.

Pursuant to the decisions of the Central Organizing Committee on the official promulgation of the list of civil servant job positions and the list of public employee job positions of the Party's public service units at the Central and local levels and Official Dispatch No. 6350-CV/BTCTW dated April 1, 2024 of the Central Organizing Committee on continuing to implement the job positions of civil servants and public employees, the Standing Committee of the City Party Committee assigned the Organizing Committee of the City Party Committee to preside over and request localities and units to review the list of job positions according to the new regulations of the Central Committee; synthesize and advise the Standing Committee of the City Party Committee to promulgate the list of civil servant and public employee job positions of localities, Party units and mass organizations of the city before April 15, 2024; issue a notice of the results of the appraisal of job positions and the structure of civil servant ranks, professional titles of public employees of localities, Party units and mass organizations of the city in 2024.

The Standing Committee of the City Party Committee assigned the Organizing Committee of the City Party Committee to preside over and guide localities, Party units, and mass organizations of the City to continue reviewing and completing the job description and competency framework to ensure strict implementation of the new regulations of the Central Committee, and to synthesize and submit to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee for consideration and approval according to the schedule required by the Central Committee. Along with that, advise on reviewing and developing a plan for assigning staffing in 2025 based on a comprehensive assessment of job positions, functions, tasks, organizational structure, characteristics and workload of each locality, Party unit, and mass organization of the City.
