In recent times, the construction of job positions has been directed by the Provincial Party Standing Committee to adjust and arrange the apparatus to be streamlined and effective, and to arrange staff appropriately. At the same time, it is necessary to correctly assess the current situation of the apparatus organization, staff, civil servants, and employees in each agency and unit. From there, it is used as a basis to review and rearrange the apparatus organization, staff, civil servants, and employees in conjunction with the implementation of the functions and tasks of the unit.

Synchronize the organization of the apparatus

According to the assessment of the Provincial Party Standing Committee, implementing the decisions of the Central Party Organization Committee on the temporary issuance of the list and description of civil servant positions in Party agencies, the Vietnam Fatherland Front and socio-political organizations, the Provincial Party Standing Committee has directed specialized agencies to advise on the development of a project to synthesize job positions and the structure of civil servant ranks in Party agencies, the Vietnam Fatherland Front and socio-political organizations of the province. Based on the decisions on temporary job positions, the province has piloted the arrangement, recruitment, training and fostering of civil servants in Party agencies, the Vietnam Fatherland Front and socio-political organizations according to job positions.

Based on Project No. 02 of the Provincial Party Standing Committee on synthesizing job positions and civil servant rank structure in Party agencies, the Vietnam Fatherland Front and socio-political organizations of the province and based on the temporary decisions of the Central Organizing Committee on job positions, the province determined the total number of job positions in Party agencies, the Vietnam Fatherland Front and socio-political organizations to be 696. Of which, 343 job positions belong to the leadership and management group; 168 job positions belong to the professional and specialized group; 185 job positions belong to the support and service group.

In addition, the Provincial Party Standing Committee issued Decision No. 1225 on the temporary promulgation of the List of job positions, job descriptions of civil servants in the Party Organization and Building sector of the Provincial Party Organization Committee, the Party Organization Committee at the district level and equivalent, including 14 job positions. At the same time, issued Instruction No. 07 on piloting the arrangement, use, recruitment and management of civil servants in the Party Organization and Building sector associated with job positions for implementation...

It can be affirmed that the leadership and direction work has been seriously, fully and promptly implemented by the Provincial Party Committee Standing Committee and Party committees, Party organizations, agencies and units. Thereby, the awareness of cadres and civil servants on the use, recruitment and management of civil servants according to job positions has been increasingly raised. Currently, the province has gradually and synchronously implemented the arrangement of the organizational apparatus, streamlining the payroll, restructuring the team of cadres, civil servants and public employees according to job positions to improve the quality and efficiency of work, meeting the requirements of performing political tasks in the new situation.

On the other hand, the leadership and direction of job position building has been paid attention to by the Standing Committee of the Provincial Party Committee, regularly urged and monitored, and agencies, units and localities in the province have made many efforts and attempts in the implementation process associated with streamlining the apparatus, operating effectively and efficiently; using the assigned staff quota in a truly economical manner, in accordance with the job position and prescribed title standards. Contributing to the implementation of streamlining the apparatus, streamlining the staff and restructuring the team of cadres, civil servants and public employees in the spirit of the Resolutions of the Politburo...

According to the Provincial Party Committee Standing Committee, the construction of job positions is a new and difficult task, so in the implementation process, there are still many confusions, difficulties, and obstacles, the implementation process is still slow, and the results have not been achieved as required. Some units and localities have not yet implemented the work planning and arrangement of cadres, civil servants, public employees, and workers according to job positions; have not assigned the right people, the right jobs according to the job position description to optimize the management and use of civil servants; Not yet evaluating work results according to job positions... Therefore, the management and use of payroll in some places is not really effective, the quality of civil servants and public employees is not uniform, the assignment of work is not appropriate, the evaluation of work results of civil servants is not close to the job position... The awareness of cadres, civil servants and employees in agencies and units about the arrangement according to job positions is not high, not really complete, not ready. In the past, the assignment of work to civil servants in agencies was still overlapping, not in accordance with job positions, so now there are still difficulties in the process of arranging and reassigning civil servants according to job positions.

In the coming time, after the Central Committee issues job positions in the entire political system, the Provincial Party Standing Committee will continue to direct and implement the construction of a list of job positions, job descriptions, determine the structure of civil servants and public employees; determine the competency framework according to job positions for civil servants and public employees in Party agencies, the Fatherland Front and socio-political organizations and report to the Central Party Organization Committee upon request. On that basis, continue to reorganize the apparatus, restructure the team of cadres, civil servants and public employees to implement salary payment according to job positions, titles and leadership positions.

Currently, the Provincial Party Committee Standing Committee has directed specialized agencies to advise on the concretization of Regulation No. 137 dated December 1, 2023 of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies advising and assisting provincial and municipal Party Committees directly under the Central Government. Based on the functions, tasks, organizational structure, and staffing allocated by the Central Organizing Committee to the province for the period 2022 - 2026, the Provincial Party Committee Standing Committee will review, develop, and issue job positions for each Party agency, the Fatherland Front, and socio-political organizations. Based on job positions, the province will implement a new salary policy for cadres, civil servants, and public employees according to Resolution No. 27-NQ/TW of the Central Party Committee and other regulations and guidelines of the Central Government...
