At the meeting, Secretary of the City Party Committee Bui Thi Minh Hoai spoke to clarify a number of contents on the implementation of Party building work at the City Party Committee, especially the implementation of Directive No. 35-CT/TW dated June 14, 2024 on Party Congresses at all levels towards the 14th National Congress of the Party.
According to Secretary of the City Party Committee Bui Thi Minh Hoai, as the Capital Party Committee with the largest number of Party members in the country (more than 480,000 Party members), immediately after the Politburo issued Directive No. 35-CT/TW, the City organized the dissemination and implementation throughout the Party Committee. At the same time, a plan was issued to concretize the Directive. Immediately after the City established sub-committees to serve the Congress according to the Central Committee's instructions, the districts in the area also closely followed the Central Committee's and the City's plans to implement. According to the plan, in March 2025, the City will hold model Congresses at the commune, ward and town levels, and in June, it will hold model Congresses at the district and county levels, and by October 2025, it will hold the City Party Congress.
Secretary of the City Party Committee Bui Thi Minh Hoai also said that the Hanoi Party Committee has focused on directing the preparation of documents for the Congress, focusing on reviewing existing limitations and shortcomings; pointing out the causes of subjective observations with the new situation. Up to now, the City Party Committee has given its first opinion on the draft Political Report to be submitted to the 18th City Party Congress; by January 2025, it will ask for opinions for the second time and continue to complete it to send to Party organizations for opinions.
According to Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, the Hanoi Party Committee has directed Party committees and organizations at all levels to closely prepare the contents of the Congress, especially the Congress documents. In addition to assessing the achieved results, it is necessary to look straight at the truth, improve fighting strength, clearly point out the shortcomings, limitations, and causes to propose solutions in the new situation, especially updating the spirit and new guiding viewpoints of the Central Committee and the General Secretary.
Along with that, it is necessary to do a good job of preparing for the next term of the Party Committee, the Party Committee personnel are truly elite, meeting all the prescribed standards, ready to contribute to the city, homeland and country. Along with assigning members of the Standing Committee and Party Committee members to regularly stay close to the locality to promptly detect and resolve problems from the grassroots, the City Party Committee will establish inspection teams for 50 subordinate Party Committees on the work of preparing for the congress.
Regarding the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 on “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently”, the Secretary of the Hanoi Party Committee said that recently, Hanoi has also been allowed by the National Assembly to merge communes. Regarding the merger of party organizations, the city hopes to soon receive direction from the Politburo and the Central Organizing Committee for unified and synchronous implementation.
The City Party Secretary also said that right after the General Secretary's meeting with the Standing Committee of the City Party Committee last August, the City took strong steps to widely spread the new ideas, viewpoints, and concerns of the General Secretary to bring the country into an era of growth.
The City Party Committee has directed the compilation of the General Secretary's speeches and articles into Party cell meeting documents in November so that the Party's new policies can be deeply absorbed and spread to every cadre and Party member, so that each Party member can develop specific action plans and programs, creating strong changes from thinking to action.
