Speaking at the group discussion, Minister of Home Affairs Pham Thi Thanh Tra affirmed that reforming salary policy is a major and important issue, directly related to the macro economy, economic growth; directly related to nearly ten million cadres, civil servants, public employees, armed forces, and meritorious people.
At the same time, this policy also directly affects about 5-10 million subjects implementing current social policies, associated with the basic salary level; directly affects about 15,000 workers in enterprises (State and private). Therefore, when implementing Resolution 27-NQ/TW on reforming wage policy in the spirit of Conclusion 64 of the Central Executive Committee, Resolution 104/2023/QH15 of the National Assembly, the Government has prepared very carefully, cautiously, firmly, methodically, scientifically. In particular, it has assessed many related impacts when implementing wage policy reform in accordance with the content of Resolution 27-NQ/TW.
The Minister of Home Affairs said that when going into detail about implementing the resolution on reforming salary policy, there are many difficulties and shortcomings, of which the biggest difficulty and shortcomings are the design of salary tables including 5 salary tables: for leadership positions; civil servants and public employees; 3 salary tables for armed forces as well as restructuring allowances.
The specific design of each salary table according to Resolution 27-NQ/TW has caused major problems, especially the correlation of all subjects does not ensure fairness, reasonableness and harmony. Some subjects have an increase of more than 30%, others have an increase of less than 5%-7%-15%, but many subjects have an increase lower than their current salary. Especially the salary table for leadership positions and titles.
In addition, the Minister of Home Affairs also pointed out the shortcomings in the construction of job positions. Although it has been implemented since 2012, there are still many difficulties and shortcomings. Recently, the entire political system has been rushing to complete and approve the job position project, but in general, it has not ensured the requirements and quality.
Putting leadership positions and titles in the same group can easily lead to prejudice.
Basically agreeing with the Government's proposal, delegate Huynh Thi Anh Suong (National Assembly Delegation of Quang Ngai Province) said that when the conditions for abolishing the basic salary and salary coefficient to implement Resolution No. 27-NQ/TW are not met, we should increase the minimum wage. According to the Government's report, the expected increase in the basic salary is 30% for cadres, civil servants, public employees, and armed forces, but only 15% for those receiving pensions and social insurance benefits.
Through research, delegate Huynh Thi Anh Suong found that the Government's report did not clearly explain why the pension and social insurance allowance recipients increased lower than the salaries of cadres, civil servants, public employees, and armed forces. Therefore, the delegate suggested that this content should be clearly explained because the pension and social insurance allowance recipients are weaker. At the same time, she suggested that the pension and social insurance allowance should be increased to the same level as the basic salary increase.
Delegate Vo Thi Minh Sinh (National Assembly Delegation of Nghe An Province) said that it is very difficult to apply leadership titles and positions and equivalents to the same salary coefficient. Because according to the Government's report, there are currently 234 leadership titles and positions from the Central to the grassroots level. In addition, there are many more allowances according to these leadership titles and positions such as public service allowances, concurrent allowances, attraction allowances, special allowances, seniority allowances, etc. If not careful, putting leadership titles and positions into the same group will lead to prejudice and unfairness among positions and positions in the political system.
The delegate suggested that it is necessary to carefully and thoroughly consider all components and subjects receiving salaries related to this content after issuing new salaries according to Resolution No. 27-NQ/TW. In addition, the delegate expressed concern that the system of lists of positions and jobs in the political system has not yet been issued, which is a very difficult content.
With these two major contents closely related to the implementation of the new salary, delegate Vo Thi Minh Sinh suggested that it is necessary to consider carefully and have a roadmap to ensure fairness and reasonableness between salary tables and salary beneficiaries.
“At this time, adjusting the basic salary from 1.8 million VND to 2.34 million VND is a very reasonable and appropriate action in the current context. This has also received great consensus from public opinion. I also highly agree with this content and agree with the Government's proposal. However, it is recommended that we pay more attention to rearranging the old salary scale system and accompanying allowances, from which we can calculate the total income of each position in the system, then we can calculate it,” the delegate analyzed.
Basically agreeing with the content of the Government's report, delegate Dang Bich Ngoc (National Assembly delegation of Hoa Binh province) said that the implementation of adjusting the basic salary from 1.8 million VND to 2.340 million VND/person/month. This is a remarkable increase in the process of salary adjustment. This greatly contributes to the process of promoting socio-economic development.
