Specifically, Hanoi submitted to the Prime Minister for consideration and adjustment of 3 important contents in the Hanoi urban railway construction project, line 2, Nam Thang Long - Tran Hung Dao section.

The first adjustment relates to the main construction scale of the Project. In Document No. 275, the total length of the Project is proposed to be 11.5km, including 8.9km underground and 2.6km elevated; the means of transport includes 10 trains with 4 cars.
Compared with Decision No. 2054 of Hanoi People's Committee, the total length of the Project remains the same, but there are changes in the length of the elevated section (increased from 8.5km to 8.9km) and the underground section (reduced from 3km to 2.6km); the number of trains is reduced from 14 to 10.
The second adjustment is that the total preliminary investment of the Project is proposed to be adjusted to 35,588 billion VND (equivalent to 200,744 million yen), an increase of 16,033 billion VND compared to 2008.
Of which, ODA capital borrowed from the Japan International Cooperation Agency (JICA) under the special loan conditions for economic partners (STEP) is 167,079 million yen, equivalent to 29,672 billion VND, an increase of 13,187 billion VND; counterpart capital from Hanoi city budget is 5,916 billion VND (equivalent to 33,665 million yen), an increase of 2,846 billion VND.
For the ODA loan portion, the Hanoi People's Committee will re-borrow 57%, and the central budget will allocate 43%. For the counterpart capital portion, the Hanoi People's Committee is responsible for arranging the entire amount.
The third adjustment is that the Project has a new implementation period from 2009 to 2031, in which the Hanoi People's Committee strives to complete, put into operation and exploitation in 2029 and needs 2 more years of training in operation and maintenance, instead of completing in 2015 as originally planned.
According to Mr. Duong Duc Tuan - Vice Chairman of Hanoi People's Committee, due to the prolonged process of implementing procedures to adjust the investment policy of the Project (having to adjust the location of station C9, change regulations on public investment, debt management...), the Project implementation time must be adjusted to suit the current reality.
Another important content that the Hanoi People's Committee focused on clarifying in Document No. 275 of the City People's Committee is the capital allocation plan for the urban railway construction project from Nam Thang Long to Tran Hung Dao.
Hanoi City proposed the Government to approve the capital allocation time for the Project implementation through 3 medium-term public investment periods to match the Project adjustment time. Of which, the 2021-2025 period is expected to allocate about VND 9,223 billion; the 2026-2030 period is about VND 19,929 billion; and in 2031, about VND 5,581.5 billion.
Meanwhile, the 2019 Law on Public Investment does not have specific legal provisions on balancing and arranging medium-term public investment capital in two consecutive periods. The Hanoi People's Committee affirmed that the capital plan for each period of the above medium-term public investment plan is consistent with the work items expected to be implemented according to the adjusted progress of the Project.
The leader of the Hanoi People's Committee said that he will propose the Prime Minister to allow the implementation and report this content to the National Assembly on the implementation status of the Project at the end of 2024 session according to the provisions of Article 104, Decree No. 29 of the Government on the order and procedures for appraising important national projects and monitoring and evaluating investment and updating the draft Decision on investment policy of the Project.
If approved by competent authorities, the Hanoi People's Committee affirms that the total investment and ODA loan capital and the City's budget capital will not exceed the approved capital level for adjusting the Project's investment policy.
It should be said that, since the Ministry of Planning and Investment completed the Report on the results of the appraisal of the adjusted investment policy of the Project in May 2021 and the unanimous opinion of the Government Standing Committee on the C9 underground station mentioned in Notice No. 328 dated October 14, 2022 of the Government Office, the Hanoi People's Committee has submitted a request for approval of the adjustment to the competent authority 4 times, of which 3 times in 2024 alone.
This more or less shows the complexity of the project, which was approved for investment by the Hanoi People's Committee in Decision No. 2054 dated November 13, 2008.

Here, the head of the Government requested the assigned ministries, branches and localities to urgently complete procedures to speed up the implementation of regional and inter-regional projects, including urban railway line No. 2, Nam Thang Long - Tran Hung Dao section.
The Prime Minister assigned to propose mechanisms and policies, including specific mechanisms and policies, and report to the Government for consideration and decision.
The Hanoi People's Committee approved the feasibility study report for the urban railway line No. 2, Nam Thang Long - Tran Hung Dao section, in November 2008. The line starts from Nam Thang Long (Nam Thang Long - Ciputra urban area) along Nguyen Van Huyen extended road - Hoang Quoc Viet - Hoang Hoa Tham - Thuy Khue - Phan Dinh Phung - Hang Giay - Hang Duong - Hang Ngang - Hang Dao - Dinh Tien Hoang - Hang Bai and ends at the end point intersecting with Tran Hung Dao street. The line has 3 elevated stations, 7 underground stations, the maintenance and repair area (Depot) is located in Xuan Dinh ward, Bac Tu Liem district.
Up to now, the project is still carrying out investment procedures, with little movement on the ground. The districts are clearing the land at the depot, the elevated station and the underground station.
