Keep the route through Hanoi
The Hanoi People's Committee has just sent a document to the Ministry of Transport regarding the route plan, location and scale of stations, depots, and maintenance stations of the high-speed railway project on the North-South axis, the section passing through Hanoi.
Hanoi People's Committee said that in 2018, Hanoi had a document agreeing on the principles of route direction, station location, and depot of the project in Hanoi so that the Ministry of Transport could direct units to complete the Pre-Feasibility Study Report of the high-speed railway project on the North-South axis.
During the process of reviewing and appraising the project's Pre-Feasibility Study Report, Hanoi also sent a document providing comments on reviewing the route and proposed station locations of the project to the Ministry of Planning and Investment (the standing agency of the State Appraisal Council) to synthesize and appraise the project's Pre-Feasibility Study Report.
Accordingly, the Hanoi People's Committee agreed in principle on the following contents: The direction of the high-speed railway on the North-South axis, the section passing through Hanoi starting from Ngoc Hoi station to the south according to the plan agreed by the City People's Committee in Document 6397; expanding the Ngoc Hoi station complex to integrate stations, depots, maintenance stations... of urban railways, national railways, high-speed railways and the need to relocate and resettle railway facilities in the inner city area.
From here, Hanoi requests the Ministry of Transport to direct the consulting unit to specifically determine the scale and scope of the Ngoc Hoi station complex expansion so that the City People's Committee can supplement and update it into related planning.
Regarding the proposed plan to share infrastructure with urban railway line No. 1 to organize transport operations to Hanoi station, Hanoi believes that it is not consistent with the orientation of the Railway Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister.

Hanoi requested the Ministry of Transport to direct the acceleration of project research and development, early submission for approval, implementation of investment in the construction of the eastern belt railway line and handover of land fund, facilities of the Yen Vien - Ngoc Hoi radial railway line, and stations on the line so that Hanoi can implement investment in the construction of urban railway line No. 1 to serve the travel needs of the capital's people and collect and transport passengers to meet the exploitation and operation needs of the high-speed railway line.
Proposal to add high-speed railway station in Phu Xuyen
Also according to the Hanoi People's Committee, in the future, in the southern area of Hanoi, Phu Xuyen satellite city will be developed with a population of about 127,000 people and the second airport of the capital will be formed with an expected capacity of 50 million passengers/year. This will be the center of the southern area of the capital, so it is necessary to arrange a station on the high-speed railway line to meet the travel needs of people connecting with regional traffic hubs.
According to international experience, some high-speed railway lines in Japan with stations less than 10km apart still operate effectively, such as: Tokaido Shinkansen line from Osaka to Tokyo when entering Tokyo city stops at two stations Shinagawa and Tokyo central station, 6.8km apart; Tohoku Shinkansen line connecting Tokyo and northeastern provinces of Japan has two stops in Tokyo city, Ueno station and Tokyo station, 3.6km apart...
In addition, Ngoc Hoi and Phu Xuyen stations are the terminal stations of the route, the train speed is not as high as the normal sections, so it basically does not affect the efficiency of the route.
"The Ministry of Transport is requested to direct consulting units to study and add a station in the satellite urban area of Phu Xuyen, south of Hanoi city, to connect with Hanoi airport 2 and meet the travel needs of people in the area," the Hanoi People's Committee proposed.
