Hanoi plans to merge 25 wards in 5 districts

25 wards in 5 districts of Dong Da, Hai Ba Trung, Thanh Xuan, Ha Dong and Long Bien are expected to be merged due to not meeting the criteria on area and population.

According to the city's plan, Dong Da district will reduce two wards, including merging Kham Thien and Trung Phung wards; Nga Tu So ward will be merged into Khuong Thuong and Thinh Quang; Trung Tu will be merged into Phuong Lien and Kim Lien.

Ha Dong District reduced two wards when merging Yet Kieu, Nguyen Trai and Quang Trung into a new ward. Hai Ba Trung District reduced three wards after merging Dong Nhan and Dong Mac, Quynh Loi with Bach Mai, Cau Den into Bach Khoa and Thanh Nhan.

Long Bien District reduced one ward when Sai Dong was merged into Phuc Dong and Phuc Loi. Thanh Xuan District reduced two wards due to the merger of Thanh Xuan Bac and Thanh Xuan Nam, Ha Dinh into Kim Giang.

The city said that most of the wards after the merger still did not meet the standards of natural area and population size as prescribed, but due to specific factors, it was not possible to merge with other adjacent administrative units.

In the districts, Ung Hoa has the largest decrease in the number of communes when 14 communes were merged into 5 communes (9 communes reduction); Thuong Tin, Dan Phuong and Quoc Oai all had 4 communes reduced. Son Tay town had 2 wards reduced by merging Le Loi ward, Ngo Quyen ward and Quang Trung ward into a new ward.

After the arrangement, the city has 30 district-level administrative units (17 districts, 12 counties, one town) and is expected to have 509 commune-level administrative units (321 communes, 168 wards, 20 towns), the current number of wards, communes and towns is 579.

The city said it will do a good job of arranging and resolving policies and regimes for cadres, civil servants, public employees and workers when rearranging administrative units. Relevant communes and wards will review and clearly identify the number of redundant cadres, civil servants and public employees after the rearrangement to have support plans.

At the end of 2023 session, the City People's Council passed a Resolution stipulating support policies for redundant commune-level cadres, civil servants, public employees, and part-time commune-level workers who are on leave due to administrative unit rearrangement.

According to Hanoi's master plan for the arrangement of district and commune-level administrative units in the 2023-2025 period, the city has 173 wards and communes that must be merged, including 79 communes, 87 wards and 7 towns. However, due to specific factors of history, geography, population size, etc., the city plans to reduce only 70 commune-level administrative units, including 54 communes and 15 wards.

It is expected that this plan will be submitted to the City People's Council for consideration and approval at a special session at the end of March. After that, the city will complete the dossier to submit to the Government and the National Assembly Standing Committee.
