Merging Hoan Kiem district will affect the formation of the long-standing cultural urban area of Thang Long - Hanoi and the city's socio-economy, according to the Hanoi People's Committee.
Hanoi City has just completed the Master Plan for the arrangement of district and commune-level administrative units for the period 2023-2025. Of which, the city has one district-level unit (Hoan Kiem district) and 173 commune-level administrative units subject to merger due to not meeting the criteria on area or population (or both).
Hoan Kiem is a district that is subject to merger due to insufficient area according to regulations. Specifically, according to regulations of the National Assembly Standing Committee, the district must have a minimum area of 35 km2 and a population of 150,000. Hoan Kiem meets the population standards, but only reaches 15% of the area (5.35 km2).

The city gave eight reasons why Hoan Kiem district should not be merged. Firstly, this is the administrative, political, economic and cultural center of Hanoi.
The district has a stable administrative boundary, formed before 1945, has a long history, culture, religion, beliefs, customs, practices, geographical location, associated with the historical tradition of Dai La citadel, Thang Long, Dong Do, of the thousand-year-old capital Hanoi.
The Old Quarter consists of 10 wards with long-standing historical and cultural traditions that need to be preserved and maintained, including: Hang Dao, Hang Bac, Hang Gai, Hang Bo, Hang Bong, Hang Buom, Hang Ma, Cua Dong, Dong Xuan, Ly Thai To, associated with the long history of the formation of the 36-street area, with 5 O gates from the beginning of the 20th century.
Most wards in Hoan Kiem district have their own village tutelary god worshipping beliefs, which have existed for hundreds of years. Hanoi's Old Quarter has been ranked as a "National Historical Relic"; there are two special National Relics: Bach Ma Temple and the historical and scenic relics of Hoan Kiem Lake and Ngoc Son Temple.
The name of the District is associated with the legend of "returning the sword" after the war of national liberation of King Le Thai To, expressing the desire for peace of the Vietnamese people.
The planning around Hoan Kiem Lake is a unique entity, inheriting history, culture, and architecture, divided into 3 main areas: the old quarter, the Hoan Kiem Lake area and vicinity, the old quarter has maintained a stable form since 1990 until now.
In recent years, Hoan Kiem district's economy has continuously grown strongly and sustainably; the main economic structure is trade, tourism, and services (since 2019, this industry group has accounted for more than 98%). The state budget revenue in the area has exceeded the city's assigned plan every year (in 2021 and 2022, it reached more than 14,000 billion VND).
The City People's Committee is directing the development of large and important projects, such as: Project to preserve, embellish and promote the historical and cultural values of the old quarter into a heritage area; Project to develop the floating area in the middle and along the Red River into a multi-functional cultural park; Project to research and propose solutions to exploit and promote the value of sidewalks and roadsides of some streets in the district...
With 173 commune-level administrative units subject to merger, the city also highlighted the characteristics of key wards in terms of national defense (Phuc Xa, Dien Bien, Quan Thanh, Doi Can, Ngoc Ha, Lieu Giai... of Ba Dinh district); renovating and building old apartment buildings (Giang Vo, Thanh Cong, Ba Dinh district); large population (Quan Hoa, Nghia Tan, Cau Giay district);
Or propose a compensation plan between the adjacent wards subject to the arrangement, such as adjusting part of the area of Yen Hoa ward and part of the area of the ward to Quan Hoa ward. Because Quan Hoa ward has a natural area of 0.89 km2, only reaching 16.15% compared to the standard of commune-level administrative units according to regulations.
The city has proposed specific merger plans for some wards: Kham Thien and Trung Phung will become new wards; Nga Tu So ward will no longer exist when a part is merged into Khuong Thuong, a part into Thinh Quang ward; Similarly, Trung Tu ward will also be divided into Phuong Lien and Kim Lien wards...
According to the plan to rearrange Hanoi's administrative units, after rearrangement, 60 commune-level administrative units will be reduced (from 579 units to 509 units) and no district-level administrative units will need to be rearranged.
If the project is approved by the central government, the city plans to complete the arrangement of commune-level administrative units and resolve policies and regimes for redundant officials and civil servants in the units implementing the arrangement by 2024; at the same time, rearrange and handle headquarters and public assets, collect old seals, carve new seals and convert related documents.
