Comments on adjusting the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 Period

On the morning of June 17, continuing the 7th Session of the 15th National Assembly, at the National Assembly House, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall the adjustment of the investment policy of the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas (MT&MN) for the period 2021-2030.

Comments on adjusting the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 Period

Participating in giving comments, National Assembly Deputy Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Thanh Hoa province, said that the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas approved for investment under Resolution No. 120/2020/QH14 of the National Assembly is a major policy of the Party and State for ethnic minorities and mountainous areas. This is a new National Target Program consisting of many projects and component sub-projects with the participation of many ministries, branches, localities, and central agencies presiding over and managing projects, sub-projects, and component contents.

With the attention of the entire political system, over the past time, the implementation program has also achieved important initial results, creating positive impacts on people's lives, especially in particularly difficult communes, villages and hamlets, such as implementing quite well the work of hunger eradication, poverty reduction, vocational training, job creation; the material and spiritual life of the people has been improved; health care, education and training have had positive changes.

However, there are still some shortcomings, difficulties and problems affecting the results of program implementation, so it is necessary to adjust some policies.

To contribute to the completion of the adjustment content, delegate Mai Van Hai proposed the following opinions: Regarding the adjustment of capital for program implementation, delegate Mai Van Hai basically agreed that this is a very necessary issue to effectively integrate and allocate capital for program implementation. However, it is recommended to review the application period; because in phase 1: 2021-2025, public investment capital has been assigned to localities, and career capital has also been allocated until the end of 2024. Therefore, it is necessary to clarify that the additional adjustment for the 2026-2030 period is reasonable and it is recommended that the annual allocation of medium-term capital and the allocation of career capital must also be appropriate, avoiding cases where the allocation, assignment of career capital and the allocation of public investment capital do not match, which will greatly affect the capital arrangement for specific projects.

Regarding the adjustment of the investment subjects of the program, according to delegate Mai Van Hai, it is very necessary to help some beneficiaries in projects 4, 5, 6, and 7 of the National Target Program on Socio-Economic Development of Ethnic Minority Areas with headquarters located outside the communes and villages of ethnic minorities and mountainous areas to remove difficulties and obstacles and ensure consistency between the investment policy and the investment contents of the program. Thereby contributing to speeding up the disbursement of investment capital to implement the program, bringing policies into life, so that ethnic minorities and mountainous areas can fully enjoy the policies of the program.

However, according to delegate Mai Van Hai, it is also necessary to clarify the following issues: Decision 1719-QD/TTg stipulating the investment subjects of Sub-project 2 under component project 4 on investment in infrastructure of public service units operating in the field of ethnic affairs has clearly identified the subjects of public service units operating in the field of ethnic affairs, including: Central Ethnic University Preparatory School; Sam Son Ethnic University Preparatory School; Nha Trang Ethnic University Preparatory School; Ho Chi Minh City University Preparatory School; Viet Bac High School for the Highlands; T78 Friendship School; 80 Friendship School; Tay Bac University; Tay Nguyen University; Tan Trao University. These items have been allocated and assigned medium-term public investment capital by the National Assembly. Therefore, it is necessary to review the specific subjects subject to adjustment of the program whose headquarters are not located in the communes and villages of ethnic minorities and mountainous areas belonging to the 4 groups of adjusted subjects, so as not to overlap with the subjects that have been allocated and assigned medium-term public investment capital such as: Viet Bac High School; T78 Friendship School; 80 Friendship School. It is necessary to review so that the subjects that have been allocated and assigned medium-term public investment capital should not be adjusted, but only adjusted to the public investment capital and career capital allocated annually.

Regarding some district medical centers and district hospitals with communes in ethnic minority and mountainous areas, it is necessary to review to avoid overlapping with the content of other programs such as: some district medical centers and hospitals with communes in ethnic minority and mountainous areas have been invested in according to Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program.

Regarding the adjustment of the subjects of special national relics and national relics with typical values ​​of ethnic minorities, delegate Mai Van Hai said that the National Assembly will consider and decide on this issue in the National Target Program on cultural development for the period 2025-2035. Therefore, the proposal must be reviewed and the preservation and promotion of the values ​​of historical relics and fine traditional cultures of ethnic groups should be included in the National Target Program on cultural development to have unified, centralized management and easy implementation.
