Suggestions to supplement and amend Regulation No. 04 of the Central Party Secretariat

On the morning of August 15, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Committee chaired an online conference to contribute opinions on supplementing and amending Regulation No. 04-QDi/TW dated July 25, 2018 of the Party Central Committee Secretariat on functions, tasks, powers, and organizational structure of specialized agencies advising and assisting provincial and municipal Party Committees.

Regulation No. 04 has clearly and specifically stipulated, creating favorable conditions for agencies to perform their assigned functions and tasks. Research and advisory work has become increasingly proactive, timely, and in-depth. Guidance, inspection, and supervision on expertise and profession have been focused on and strengthened. Coordination in advisory and support agencies of the Provincial Party Committee; in advisory and support agencies of the Provincial Party Committee with the Fatherland Front, socio-political organizations of the province, and related agencies has become increasingly close. The implementation of assigned tasks has many innovations, improving quality and efficiency. Thereby helping the provincial Party Committee, city Party Committee, provincial Party Committee Standing Committee, city Party Committee Standing Committee to effectively lead and direct the implementation of the Resolutions of the 12th and 13th National Party Congresses, the Party Congresses of provinces and cities for the 2015-2020 and 2020-2025 terms and the Party's guidelines, resolutions, programs, and the State's policies and laws, achieving many important results in Party building, building an increasingly strong political system, economic and social recovery and strong development; ensuring national defense and security, social order and safety; constantly improving the material and spiritual life of the people.

However, in the implementation process, there are still some limitations and shortcomings because Regulation No. 04 has contents that are not suitable for current reality and requirements. Therefore, the conference spent most of the time for delegates at the connecting points to discuss and contribute ideas to supplement, amend and adjust some contents in Regulation No. 04 to make it suitable, focusing on recommendations: adding tasks for specialized agencies advising and assisting the Provincial Party Committee due to new regulations of the Central Government; increasing the number of deputy heads of specialized agencies advising and assisting the Provincial Party Committee, adjusting in the direction of having more deputy heads of departments; not stipulating the implementation of a unified Party Committee office serving all agencies advising and assisting the Provincial Party Committee in the regulations but assigning localities to proactively research and arrange appropriately...; at the same time, proposing to supplement, amend and adjust some contents in the direction of re-expressing them more closely and fully.

Concluding the conference, the Deputy Head of the Central Organizing Committee acknowledged and highly appreciated the comments of localities and units; the editorial department will synthesize them fully on that basis to study, consider and absorb them to complete the draft of the new regulations. He requested that localities and units continue to study and contribute their comments in writing to the Central Organizing Committee to contribute to completing the draft of the new regulations to ensure feasibility and high efficiency.
