In 2023, Binh Thuan has many "bright spots" in the work of preventing and combating corruption and negativity. These results have contributed to maintaining political security and stability, creating a premise for socio-economic development, and strengthening the trust of cadres, party members and people in the Party and the State. To achieve greater efficiency in the coming time, Binh Thuan continues to propose many key, strict, strict and effective solutions to better implement the work of preventing and combating corruption.
Determination of the entire political system
In 2023, Party committees, Party organizations, authorities, the Vietnam Fatherland Front of the province, socio-political organizations, departments, branches and sectors of the province have strengthened leadership, direction and implementation of internal affairs and prevention and combat of corruption and negativity, achieving many positive results. Accordingly, the work of preventing and combating corruption and negativity continues to be strengthened. The progress of investigation, prosecution and trial of cases, especially the number of corruption, economic - position and negativity cases, has changed positively; 5 corruption, economic and negativity cases have been handled (an increase of 03 cases compared to 2022); the recovery of lost and misappropriated assets in corruption cases and cases has achieved a high rate (100% in money, 93% in land). Implementing the direction of the Provincial Party Standing Committee; The Provincial Party Committee's Inspection Commission has conducted inspections when there were signs of violations against 3 party organizations and 6 party members involved in a number of serious, complicated corruption and negative cases that were of public concern. Results: proposed to review and draw lessons from 03 party organizations; disciplined 06 party members (reprimanded 03, warned 03); learned lessons from 05 party members. The Provincial Party Committee's Inspection Commission is continuing to inspect when there were signs of violations against 01 party organization. The Standing Committee and Inspection Commissions at all levels have conducted inspections when there were signs of violations against 47 party members involved in corruption and negative cases that were of public concern. Through inspections, 16 party members were disciplined (expelled 01, dismissed 01, warned 04, reprimanded 12) and learned lessons from 18 party members; is continuing to check for signs of violations against 08 party members. The inspection, examination and supervision work has been focused, key and effective. The whole province has conducted 21 inspections; to date, 19 conclusions have been issued on the responsibility of leaders in the work of inspection, citizen reception, complaint and denunciation settlement and corruption prevention and control. Through the inspection, violations in the management of 1 billion 673.9 million VND were discovered, and recommendations were made to recover and submit to the state budget 1 billion 534.5 million VND; recommendations on other handling of 609 million VND; recommendations on reviewing collectives and individuals related to the violations. To date, 1 billion 203.5 million VND has been recovered, and 05 individuals have been reviewed. The work of citizen reception and settlement of complaints, denunciations and reflections has been focused on and resolved in accordance with the provisions of law, and the number of mass complaints has decreased significantly. The work of propagating, disseminating and educating the law has been promoted in many diverse forms, contributing to raising the awareness and responsibility of cadres, party members and people in internal affairs and corruption prevention and control. The political security situation in the province is stable, social order and safety are maintained.
In addition to the achieved results, the inspection work on corruption prevention and control of some Party committees and inspection committees at all levels is not very effective. The inspection work on the responsibility of receiving citizens, handling complaints and denunciations against the leaders of some localities and units is not much. The declaration of assets and income of many cases still has errors. The internal self-inspection work is not effective, some units and localities are still confused in implementation. Some unscheduled inspections under the direction of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee have been completed but have not yet concluded; the results are slow to report. The work of handling and resolving economic and positional cases and incidents is generally slower than required; the recovery of assets appropriated in economic and positional cases is still low. The results of leadership and direction in handling some corruption and negative cases and incidents are still slower than required; The handling of party members who violate regulations related to corruption and negative cases of some provincial Party Committees is still slow. In some cases, the handling results are not commensurate between administrative discipline and party member discipline...
Determined to do better
To continue promoting and improving the effectiveness of internal affairs and the prevention and fight against corruption and negativity in the province, in the coming time, the work of preventing and fighting corruption and negativity needs to be carried out with higher political determination, stronger, more drastic, regular and continuous actions at all levels and sectors to promptly detect and prevent corruption and negativity; effectively overcome limitations and shortcomings, and at the same time improve the quality and effectiveness of prevention and fight against corruption and negativity. Accordingly, it is necessary to focus on inspection and supervision of internal affairs, prevention and fight against corruption and negativity and investigation, prosecution, trial and execution of sentences. Tighten discipline and order; strengthen state management in areas prone to violations, especially in land, minerals, environment, construction and health. Strengthen inspection and examination of violations of laws on land, resources, minerals, construction, investment projects, especially projects with slow implementation, compliance with legal regulations in real estate business; strictly handle collectives and individuals who violate or are lax in management, lack responsibility for violations. Effectively implement prevention work, promptly detect and strictly handle violations related to corruption and negativity; proactively inspect when there are signs of violations against party organizations and party members involved in corruption and negativity cases and incidents that are of public concern. Improve the effectiveness of internal self-inspection to promptly detect, rectify, overcome and handle violations as soon as they arise, right from the grassroots level and units. Improve the quality of handling denunciations and reports of crimes, investigation, prosecution, trial and execution of judgments. Speed up the progress of investigation, prosecution, trial and execution of civil judgments; Do not let cases and incidents remain pending, overdue, or prolonged. Effectively overcome limitations and shortcomings in the work of appraisal and valuation of assets serving litigation activities. Focus on leading and directing the handling and resolution of complicated corruption, economic, and negative cases and incidents that are of public concern. Enhance the responsibility of Party committees, Party organizations, and authorities at all levels, especially the heads of Party committees, authorities, and localities in receiving citizens and handling and resolving complaints, denunciations, and recommendations. Enhance the capacity and effectiveness of supervision by elected bodies, especially People's Councils at all levels, in internal affairs and preventing and combating corruption and negative incidents.
Speeding up the progress and improving the quality of inspection, investigation, prosecution, trial and execution of judgments to ensure strictness and compliance with legal regulations, no injustice, no mistakes, no criminals are left unpunished. Seriously implementing the Directives, Resolutions and Conclusions of the Politburo, the Central Party Secretariat, the Provincial Party Standing Committee, the Central Steering Committee, the Provincial Steering Committee on preventing and combating corruption and negativity... is one of the solutions to better implement the work of preventing and combating corruption in the coming time.
