According to the assessment of the Provincial Party Standing Committee, after 15 years of implementing Regulation No. 171 of the Secretariat "on the functions and tasks of Party committees, grassroots Party cells and mass organizations", it has contributed to consolidating and promoting the strength of the great solidarity bloc, effectively implementing socio-economic development, and ensuring national defense and security in the locality.
The Binh Thuan Provincial Party Committee has 14 affiliated party organizations and 10 party delegations and party executive committees. Since implementing Regulation No. 171, the entire Provincial Party Committee has 6 grassroots party cells in mass associations with 77 party members. Currently, the whole province has 475 mass associations assigned tasks by the Party and the State at 3 levels, specifically at the provincial level there are 14 organizations with about 261,000 members; at the district level there are 89 associations with about 163,000 members and at the commune level there are 372 associations with about 79,000 members. Based on Regulation No. 171 of the Central Party Secretariat, right from the beginning of the term, implementing the direction of the Provincial Party Committee Standing Committee, the Standing Committee of the Provincial Party Committee of Agencies and Enterprises directed the grassroots party committees of mass associations to review and supplement functions and tasks, and develop operating regulations suitable for each type of grassroots Party organization. Next, the Provincial Party Standing Committee issued documents directing provincial Party committees, departments, branches, Vietnam Fatherland Front, provincial socio-political organizations, and mass organizations in the province to continue to innovate and strengthen the Party's leadership over mass organizations in the province and to strengthen the work of recruiting Party members in mass organizations.
According to the assessment of the Provincial Party Committee Standing Committee, over the past 15 years, grassroots Party cells in mass organizations have performed their functions as prescribed by the Secretariat. Every year, they coordinate to develop plans to carry out assigned political tasks, taking care of the material and spiritual lives of workers better and better. Thanks to that, most grassroots Party cells are annually recognized by the Standing Committees of provincial Party Committees as having fulfilled their tasks well or better; demonstrating their true function as the political core of the association.
In particular, the grassroots Party cells have led cadres, party members, and association members to be active, proactive, and creative in association work. In particular, there are party members who have put forward initiatives and proposals to advise the Party Committee and unit leaders to carry out the political tasks of the unit and have provincial-level topics and initiatives. Notably, the topics are: "Building a model for breeding Dong in Le area" - Bac Binh district; "Building a model for commercial farming of sand sea cucumbers in the form of shrimp - sea cucumber rotation in ponds, raising shrimp in the conditions of the province"... Thereby, contributing to the socio-economic development of the locality, taking care of the material and spiritual life of cadres, party members, and association members. On the other hand, the Party cells in the mass association have also done a good job of developing the Party, ensuring standards and procedures according to regulations. Every year, based on the targets assigned by the Provincial Party Committee Standing Committee, the Provincial Party Committee of Agencies and Enterprises has developed plans, created resources and recruited 44 party members...
It can be seen that the implementation of Regulation 171 has effectively helped the Party cells carry out the association's political tasks, building a clean and strong association. Through that, it has contributed to consolidating and promoting the strength of the great solidarity bloc, effectively implementing the main goals and tasks of socio-economic development, ensuring national defense, security, politics, and social order and safety in the locality.
