Looking back at 2024, Quang Ninh carried out its tasks in a context of many difficulties and challenges, but closely following the direction of the Central Government and local practices, the province promoted self-reliance, self-reliance, and efforts to overcome difficulties and challenges, achieving important results in all fields.
Many important results
In 2024, Quang Ninh's economy will continue to maintain growth with a gross regional domestic product (GRDP) of 8.42%, ranking 6th in the Red River Delta and 20th among provinces and cities nationwide. Along with that, social security and welfare are guaranteed with many policies coming into life, gradually improving the quality of life for the people.
Although severely affected by storm No. 3 in early September, causing damage of more than VND 28,000 billion, immediately after the storm, the province mobilized the entire political system, the armed forces and the entire population to focus on overcoming the consequences. The province reviewed, adjusted and implemented the economic growth scenario for 2024 to ensure it was suitable for reality; promptly developed, issued and implemented policies to support people and businesses to overcome the consequences after the storm.
In particular, the province supports 100% of tuition fees for preschool children, primary school students, and continuing education students studying at educational institutions in the 2024-2025 school year; supports families whose houses have collapsed; partially supports the cost of salvaging sunken watercraft; raises the social assistance standard for social protection beneficiaries and other disadvantaged groups. Allocate 1,180 billion VND from the budget reserve and regular spending savings to implement post-storm recovery policies.
Overcoming natural disasters, in 2024, Quang Ninh's economy will continue to maintain high growth momentum. The industrial and construction sector, focusing on the processing and manufacturing industry, is the driving force and leader in economic growth. The service and tourism sector has achieved many important results, with the total number of tourists reaching 19 million, including 3.5 million international visitors, an increase of 22% compared to 2023; state budget revenue reaching 55,600 billion VND, completing the assigned target.
Administrative reform and improvement of the investment environment continue to be prioritized by the province with many solutions and focused approaches, thereby promptly removing difficulties and obstacles for businesses and people. Quang Ninh continues to be a safe and reliable destination for businesses. Total foreign direct investment (FDI) attracted in the year reached 2,302 million USD.
Along with economic development, Quang Ninh always pays attention to improving the quality of people's lives, creating changes in cultural, social and human development, ensuring social security and welfare, narrowing regional disparities and the gap between rich and poor. Total social security expenditure for the whole year reached 1,897 billion VND, an increase of 23% compared to 2023. The fields of education - training, health, labor, employment, culture, society and sports have made much progress. People's lives, especially in ethnic minority areas, mountainous areas, border areas and islands, are constantly improving and enhancing; expanding access to high-quality medical and educational services and ensuring the quality of health care for the people.
The new rural development program is being focused on. Typically, Binh Lieu is the first mountainous and border ethnic district in the country to meet the new rural standards, Tien Yen and Dam Ha are the first two districts in the country to meet the advanced new rural standards according to the criteria of the 2021-2025 period. In 2024, Quang Ninh will have 91/91 communes meeting the new rural standards, of which 54 communes will meet the advanced new rural standards and 20 communes will meet the model new rural standards.
Make a breakthrough in 2025
In 2025, Quang Ninh aims for a GRDP growth rate of over 12%. Total state budget revenue in the province is not less than VND 57,330 billion, of which import-export revenue is VND 17,800 billion, domestic revenue is not less than VND 39,530 billion. FDI attraction is among the leading localities in the country.
With the theme of 2025 being “Breakthrough in economic development, creating momentum for the new term”, Quang Ninh will focus on the goal of creating a breakthrough in economic development, maintaining sustainable growth momentum. Specifically, the province will promote restructuring of the industrial sector, focusing on the processing and manufacturing industry and the coal industry. At the same time, attracting FDI capital into industrial parks, supporting businesses to operate effectively. Modern comprehensive services and tourism will continue to play a leading role, with the goal of attracting 20 million visitors, including 4.5 million international visitors.
Quang Ninh will develop new economic sectors such as digital economy, green economy, marine economy, while restoring and improving agricultural efficiency after natural disasters, promoting ecological agriculture development and building model new rural areas. In addition, the province will improve the efficiency of budget revenue and expenditure management and public investment.
Promoting the effectiveness of implementing the three strategic breakthroughs, the province has stepped up investment in socio-economic infrastructure, promoted digital transformation and innovation, and improved the quality of education, training and high-quality human resources. Administrative reform and improvement of the business investment environment have also been focused on to strongly develop the private economic sector.
With the above growth momentum, we believe that it will contribute to Quang Ninh's comprehensive completion of its tasks in the journey to the finish line of the 2020-2025 term, creating a solid foundation for sustainable development in the 2025-2030 period with a vision to 2050, building Quang Ninh to become increasingly rich, civilized, and modern, so that people can enjoy a prosperous, peaceful, and happy life.
