After 1.5 days of working with a high sense of responsibility towards voters and people, the 27th session of the Ha Long City People's Council, term II, 2021-2026, closed, completing all the contents and programs set out with a very high consensus from the delegates of the City People's Council.
At the meeting, the Ha Long City People's Council conducted a comprehensive and in-depth assessment of the implementation of socio-economic development tasks and ensuring national security and defense in 2024. Adequate time was spent on discussions in groups and in the hall, and on question-and-answer sessions on issues of concern to voters.
Notable issues are groups of issues related to adjusting the budget estimates and medium-term public investment plans for the period 2021-2025; developing a medium-term public investment plan for the period 2026-2030; investment policies for a number of traffic works; groups of issues on social security; implementation of Directive 20-CT/TU dated May 16, 2023 of the Standing Committee of the City Party Committee on urban order and environmental sanitation; promoting agricultural and forestry production, increasing income for people in communes in the spirit of Resolution No. 78-NQ/TU dated January 2, 2024 of the Standing Committee of the City Party Committee on prioritizing resources, exploiting potentials, promoting socio-economic development of communes until 2025, with a vision to 2030; planning for construction material dumping; results of recovering encroached forestry land; construction progress of key projects... Thereby focusing on clarifying the achieved results and shortcomings and limitations in the implementation process, clearly analyzing the causes and lessons learned, on that basis deciding on the main goals, targets, tasks and solutions to implement the socio-economic development plan for 2025.
After reviewing the submissions of the Standing Committee of the City People's Council, the City People's Committee, and the inspection reports of the Committees of the City People's Council, the City People's Council passed the Resolution on socio-economic development of the city in 2025 with 7 general goals and some specific targets including: Production value growth rate reaches 16.8%; domestic revenue targets increase from 15%; the proportion of development investment expenditure reaches over 55% of total budget expenditure; total social investment capital increases by 8-10%; maintaining the top position in the DDCI, PAR INDEX, ICT, Index, improving the rankings of DGI, SIPAS indicators; 80% of wards meet urban civilization standards; creating jobs for 9,000 workers; 100% of children in difficult circumstances are sponsored and cared for; collection of solid construction waste in urban areas reaches 100%; The rate of rural households using clean water reached 80%; the forest coverage rate reached over 45%...
The City People's Council also voted to pass many important resolutions with high consensus of the City People's Council delegates, such as: Resolution on approving the cancellation of investment policies for a number of public investment projects; Resolution on approving investment policies for a number of public investment projects; Resolution on approving adjustments and supplements to the medium-term public investment plan for the period 2021-2025; Resolution on approving the public investment plan for 2025; Resolution on the plan to assign state budget revenue estimates, local budget expenditures and a number of measures to manage the city budget for 2025; Resolution on giving opinions on the medium-term public investment plan for the period 2026-2030.
These are resolutions to ensure the implementation of the city's socio-economic development tasks in 2025, contributing to the successful implementation of the goals of the socio-economic development plan for the 2021-2025 period and being ready to prepare for the next phase.
