Thai Binh: Speeding up the progress of key projects, creating momentum for socio-economic development

Implementing the province's direction on accelerating the progress of key projects, in recent times, the Steering Committee for implementing key projects in Thai Binh province has resolutely deployed many solutions to overcome difficulties, especially in site clearance. With the participation of the entire political system, key projects are gradually being implemented on schedule, expected to become the driving force for socio-economic development of the province.

Removing obstacles and speeding up site clearance for key projects in Thai Binh city

As the administrative, economic and social center of the province, Thai Binh city is currently implementing many large projects to expand urban space, improve infrastructure quality and meet housing needs. Of which, 3 key projects are being focused on accelerating progress including: Technical infrastructure project in the city center; housing development project in new urban areas in Tan Binh commune and Tien Phong ward; housing development project in Dong Hoa commune.

The city is determined to complete site clearance for the technical infrastructure project in the city center in April 2025.

The technical infrastructure project of the city center plays an important role in completing the traffic system, developing trade and services, and creating a modern urban appearance. Up to now, the city has basically completed site clearance for 12 enterprises, production and business establishments; 57/61 households; relocated offices, and dismantled assets of agencies and units. The remaining 2 enterprises, Garment Corporation 10 - JSC and Viet Hong Garment Export JSC, committed to hand over the site before March 30, 2025. The traffic infrastructure and water supply and drainage systems are being implemented synchronously. However, 4 households on Tran Thanh Tong Street have not received compensation.

Ms. Pham Thi Lan Anh, Director of the City Land Fund Development Center, said: We are continuing to propagate and mobilize households to hand over their land, and at the same time, we are preparing a plan to enforce the regulations if they do not comply before March 31. The city is determined to hand over clean land to investors in April 2025.

The new urban area project of Tan Binh commune and Tien Phong ward has a total investment of more than 8,000 billion VND, playing an important role in housing development and expanding modern urban space. The project has a scale of over 125 hectares, involving 793 households and many units. The city has completed land clearance of more than 77/80 hectares of agricultural land, relocating 7/8 households with graves in the project area. However, there are still 26 households on an area of ​​2.6 hectares that have approved the plan but have not received compensation. Currently, the asset inventory is continuing, verifying the origin of residential land (about 0.3 hectares) and land belonging to 46 enterprises in Phong Phu industrial cluster (more than 44 hectares).

The housing development project in Dong Hoa commune has a total investment capital of nearly 2,135 billion VND, a scale of more than 42 hectares, involving 907 households and units. The agricultural land area has been cleared by more than 80%, but 111 households have not yet handed over the land due to disagreement on compensation prices. The city has verified the land origin of 115/309 households, is continuing to review the records of the remaining 194 households and determine the compensation price for 180 households whose assets have been counted.

Mr. Dinh Gia Dung, Chairman of Thai Binh City People's Committee said: In the coming time, we will continue to coordinate with departments and branches to resolve remaining problems, especially handling waste at Tien Phong waste treatment plant, relocating businesses in Phong Phu industrial cluster and speeding up resettlement projects.

The VSIP Thai Binh Industrial Park project, which started construction on March 26, is expected to create an important driving force to promote the socio-economic development of Thai Binh province in the coming time.

The Steering Committee resolutely directs and promotes the progress of projects.

To accelerate key projects, the province has established a Steering Committee for implementing key projects with 13 projects being monitored and directed regularly. In addition to the 3 projects in the city, there are also projects such as: Kien Giang New Urban Area, LNG Power - Gas Center, Provincial General Hospital, VSIP Thai Binh Industrial Park, Con Vanh Golf Course, Thai Binh - Cau Nghin Road, Quynh Phu Biopharmaceutical Industrial Park, CT.08 Expressway, Quynh Phu Golf Course, Con Vanh Eco-Tourism Urban Area...

At the February meeting, the Steering Committee pointed out a number of projects that were behind schedule due to problems with land, site clearance, and construction investment procedures. Therefore, in March, the authorities are focusing on overcoming existing problems to speed up progress.

Mr. Le Hoang Oanh, Deputy Director of the Provincial Civil and Industrial Construction Project Management Board, said: For the Provincial General Hospital project, the appraisal and approval of component project 1, environmental impact assessment and feasibility study report have been completed. In the coming time, the Board will submit the project for approval, supplement the public investment capital portfolio in 2025, make a plan to select contractors, and strive to start construction in September 2025.

Among the key projects, VSIP Thai Binh Industrial Park officially started construction on March 26, an important milestone demonstrating the province's determination to realize projects with concrete actions.

This year, the province plans to continue to start new projects and strive to complete a number of key projects. With the strong direction of the Steering Committee, the participation of localities and consensus from the people, it is believed that the projects will be completed on schedule, contributing to the achievement of the double-digit economic growth target in 2025.
