Pursuant to Joint Circular 10/2018/TTLT/BTP-BCA-BQP-BTC VKSNDTC-TANDTC dated June 29, 2018 of the Ministry of Justice, the Ministry of Public Security, the Ministry of National Defense, the Ministry of Finance, the Supreme People's Procuracy (SPP) and the Supreme People's Court (SPC) regulating the coordination in implementing legal aid in litigation activities. Every year, the Council issues an action plan to implement inter-sectoral coordination on legal aid in litigation activities. The sectors always pay attention to directing cadres, civil servants and units in the sector to seriously implement and effectively deploy inter-sectoral coordination activities in legal aid work. The number of subjects who are temporarily detained, imprisoned, accused, defendants and other parties eligible for legal aid are informed, have access to and have their rights to legal aid explained to them is increasing. Through litigation activities, legal aid work ensures the implementation of people's right to legal aid, contributing to maintaining political stability, security and social order and safety.
Accordingly, the results of the implementation of coordination of legal aid in litigation activities in 2024, the Provincial Police continue to deploy to all officers and soldiers (investigative forces, management of detention camps, temporary detention houses) to thoroughly grasp and implement the contents of Joint Circular No. 10/2018/TTLT-BTP-BCABQP-BTC-TANDTC-VKSNDTC regulating the coordination of legal aid implementation in litigation activities. Thereby, the police investigation agencies of the entire province have properly implemented the placement of information boards on legal aid, creating favorable conditions for people to access information and request legal aid. During the proceedings, investigators and investigating officers are responsible for explaining to detainees, defendants and other parties eligible for legal aid, introducing them to the subject or directly requesting in writing the local Legal Aid Center to participate in defending and protecting the rights of the parties; at the same time, investigation agencies at all levels always create favorable conditions for lawyers and legal aid collaborators to approach detainees and provide documents and information related to the case to the legal aid provider. From January 1, 2024 to October 31, 2024, the investigation police agencies at all levels under the Provincial Police Department have proposed and granted certificates of registration to defend and protect the legitimate rights and interests of legal aid providers in 503 cases (poor, near-poor, children, ethnic minorities, etc.) eligible for legal aid according to the provisions of law.

During the process of conducting proceedings and receiving citizens, prosecutors explain to detainees, suspects, defendants and litigants about their right to legal aid, and guide them to access information on legal aid. In 2024, through the work of practicing the right to prosecute, supervising investigation and prosecution of criminal cases, supervising judicial activities, and receiving citizens, the People's Procuracy at all levels has introduced to the Legal Aid Center that there have been no cases where the Legal Aid Center has granted registration certificates to legal aid workers and lawyers - legal aid collaborators at the request of legal aid beneficiaries. According to the annual work plan of the Inter-sectoral Coordination Council on Legal Aid in litigation activities, last year, the Provincial People's Court sent staff to participate in the Inter-sectoral Inspection Team on the implementation of Joint Circular 10/2018/TTLT-BTP-BCA-BQP-BTC-VKSNDTC-TANDTC, dated June 29, 2018 and participated in the appraisal team, assessing the quality of legal aid cases. Thereby, promptly detecting and guiding subjects eligible for legal aid to access legal services through public reception, handling, and adjudication of all types of cases under the jurisdiction of the District People's Court. From January 1, 2024 to October 31, 2024, 39 registration certificates for defense and protection for legal aid officers and lawyers who are collaborators were issued at the request of the Provincial State Legal Aid Center. During the litigation process at court, legal aid officers and lawyers are always facilitated by the courts at two levels in the province to access files, photocopy documents and evidence in the case file according to regulations; the rights and obligations of defenders, representatives or legal rights protectors are always guaranteed to be implemented according to the provisions of law. In addition, 565 legal aid cases have been carried out through the form of participating in litigation, involving 598 subjects, an increase of 116 cases (up 25.9%) compared to the same period in 2023...
In 2025, the Inter-sectoral Coordination Council on Legal Aid in Litigation Activities of An Giang province will continue to organize the implementation of the 2017 Law on Legal Aid and Joint Circular 10/2018/TTLT-BTP-BCA-BQP-BTC-TANDTC-VKSNDTC regulating the coordination in the implementation of legal aid in litigation activities. Thoroughly grasp and disseminate the contents of the Law on Legal Aid and communicate about legal aid activities. Coordinate the implementation of legal aid in litigation activities, ensuring that 100% of subjects eligible for legal aid have legal assistants, lawyers - collaborators participating in litigation when requested.
