(Baoquangngai.vn) - The 2024 FTA Index ranking is a tool that helps provinces and cities comprehensively assess and further improve solutions for effectively utilizing FTAs.
On the afternoon of April 8th, the Ministry of Industry and Trade held a ceremony to announce the 2024 Free Trade Agreement Implementation Performance Index (FTA Index). The announcement ceremony was held in a hybrid format, combining in-person and online participation nationwide.
The announcement ceremony was attended by Prime Minister Pham Minh Chinh; Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; and Minister of Industry and Trade Nguyen Hong Dien. Attending from the Quang Ngai branch were leaders of the Department of Industry and Trade and other relevant departments, agencies, and localities.

Following the Government's directive, the Ministry of Industry and Trade is developing a set of indicators to assess the implementation results of FTAs (FTA Index). This is a quantitative and systematic tool, built on surveys of businesses in all 63 provinces and cities nationwide.
The survey focuses on four main aspects: the level of access to information about FTAs by businesses; the situation regarding compliance with domestic legal regulations resulting from FTA commitments; the effectiveness of programs and policies supporting businesses in leveraging FTAs and implementing sustainable development commitments at the local level; and the difficulties and obstacles that businesses are facing.
Evaluating the implementation of FTAs through the Index is not only for "comparison," but also serves as a driving force to encourage localities and business communities to effectively implement and optimize opportunities from FTAs to diversify markets, supply chains, and export products, contributing to maintaining sustainable export growth and realizing the practical and effective goals of international economic integration set by the Party and the State. The FTA Index is a composite score of four component indices on a 10-point scale, totaling 40 points. In 2024, the province with the highest composite score achieved 34.9 points, while the province with the lowest score achieved 14.49 points.
Speaking at the ceremony, Prime Minister Pham Minh Chinh commended the efforts of the Ministry of Industry and Trade and other relevant ministries, sectors, and localities in actively participating in the development of the FTA Index. He emphasized that the results of the FTA Index are of significant importance in measuring, evaluating, and promoting the implementation of signed trade agreements. Prime Minister Pham Minh Chinh also stated that Vietnam is entering a new era, an era of striving for prosperity, civilization, and well-being, aiming for a more prosperous and happy people, and for the country to stand shoulder-to-shoulder with the world's leading nations, becoming a wealthy and powerful nation. Therefore, ministries, sectors, and localities must be self-reliant and proactive in promoting the development of the digital economy, green economy, circular economy, creative economy, and knowledge economy. This includes focusing on reducing administrative procedures, creating a transparent business environment, and an attractive investment environment to attract investors.
In this instance, the Ministry of Industry and Trade honored localities that effectively utilized and implemented the FTA Index in 2024; the Prime Minister awarded Certificates of Merit to localities that performed well in implementing the FTA Index in 2024.
