In 2024, despite many difficulties and challenges, with joint efforts and consensus, Van Don district has achieved important achievements in many fields.
Efforts to achieve growth targets
In 2024, the district will continue to shift its economic structure reasonably, maintaining a high growth rate of 28.1%, reaching 100% of the resolution target. Of which, the production value of agriculture, forestry and fishery reached 2,883.9 billion VND, up 12.7%; industry - construction reached 8,201.7 billion VND, up 24.8%; trade - services reached 5,290 billion VND, up 44.6% over the previous year.
In particular, many tourism events took place, such as: Opening of Wyndham Garden Sonasea Resort in Sonasea Van Don Harbor City Complex and Angsana Quan Lan Ha Long Bay Hotel; opening of summer island tourism 2024; maintaining Minh Chau commune walking route and Quan Lan commune walking route; putting into operation 13/14 new tourism products; recognizing 10 new tourism itineraries on Bai Tu Long Bay... Thereby diversifying tourism products, attracting tourists. The number of visitors to Van Don is estimated at more than 1.8 million, up 38.3%, revenue from the tourism industry reached 2,821 billion VND, equal to 143% over the same period last year.
With the orientation of becoming a high-end industrial, entertainment and tourism center, Van Don is having a strong attraction for many investors. After many years of devoting investment resources and promoting and attracting strategic investors, up to now, the technical infrastructure and service system in the district has basically met the development needs, creating a new look. In 2024, the district coordinated with the Provincial Economic Zone Management Board to attract and adjust the investment policy of 5 non-budget projects in Van Don Economic Zone with a total capital increase of about 1,017.38 billion VND (1 new project attracted, 143.922 billion VND; 4 projects adjusted capital, increased 873.46 billion VND). The district created conditions for the development and establishment of 70 new enterprises, reaching 112.9% of the set plan; 39 cooperatives.
Creating momentum from strategic breakthroughs
The district effectively implemented 3 strategic breakthroughs, opened up many opportunities, promoted regional connectivity, and contributed to local socio-economic development. The road network connecting Van Don with localities in the province, the waterway connecting the mainland with islands in Bai Tu Long Bay such as Quan Lan, Minh Chau, Ngoc Vung, etc. is increasingly complete. In 2024, the district will deploy 16 transitional projects and start 24 new projects. Some key projects include: Ha Long I Primary School, Cultural - Sports Center put into use from September 2024; the road connecting Phuong Dong Urban Area and the district center is being accelerated in construction progress... Van Don is a locality with a disbursement rate higher than the general level of the province, it is expected that by the end of 2024, the disbursement will reach 90% of the adjusted capital plan.
Administrative reform and the construction of a modern administration are considered key tasks, a driving force, promoting socio-economic development. The district focuses on directing, building, and improving the quality of its staff and modernizing the state administration. The focus is on reforming administrative procedures, improving people's satisfaction with the services of state administrative agencies; especially improving the quality of service and operational efficiency of the district Public Administration Center. The center currently provides 278/278 Level 4 online public services under the authority of the district level on the Provincial Public Service Portal; the rate of records resolved before and on time reached 100%; the rate of records performing online public services reached 98.08%; 100% of eligible administrative procedure records were digitized according to the 5-step process in the electronic environment.
The district has completed the project on job positions and the structure of civil servant ranks and the structure of officials according to professional titles in administrative agencies, commune level, and public service units under the district People's Committee. The district has improved the quality of education and training, vocational training for workers; focused on training, retraining, and fostering to improve the level of political theory, professional expertise, foreign languages, and information technology for civil servants, public employees, and workers. Up to now, 100% of district-level civil servants have university and postgraduate degrees .
The results achieved in 2024 are a solid premise for the district to continue to successfully implement socio-economic targets in 2025, creating momentum and strength for local development in the 2021-2025 period.
