At the meeting, the representative of the Department of Agriculture and Rural Development, Ms. Vo Thi Nhung - Deputy Director of the Department presented a report on the results of implementing tasks and targets of the agricultural and rural development plan for the period 2021 - 2023, directions, tasks and key solutions for the period 2024 - 2025.
The representative of the Department of Agriculture and Rural Development summarized the implementation of the tasks and functions of advising on state management in the fields of agriculture, forestry, fisheries; salt industry; irrigation;... and the results of implementing tasks, targets and plans in the period of 2021 - 2023.
To successfully complete the tasks and plan targets for the 2024-2025 period, representatives of the Department of Agriculture and Rural Development also made 6 recommendations and proposals to departments, branches and leaders of the Provincial People's Committee.
In particular, the Department of Agriculture and Rural Development has raised the issue of implementing the task of combating illegal, unreported and unregulated fishing and removing the "Yellow Card" of the European Commission as an urgent and important task of the entire political system. To ensure human resources to carry out assigned tasks, the Department of Agriculture and Rural Development proposed that the Chairman of the Provincial People's Committee allow the Department of Fisheries and Fisheries Surveillance to continue signing contracts with crew members working on 2 Fisheries Surveillance vessels from the non-autonomous budget for protecting aquatic resources; In the long term, consider and supplement human resources for Fisheries Surveillance vessels, meeting the needs according to current regulations...
Discussing this proposal, comrade Nguyen Viet Hung - Director of the Department of Home Affairs said that the Department of Fisheries and Fisheries Control is a state management unit. According to Decree 111/2022/ND-CP replacing Decree 68/2000 on labor contracts in administrative agencies and public service units, it is stipulated that state management units are not allowed to sign contracts with professional staff, but are only allowed to sign contracts with service subjects such as drivers, janitors, etc.
Thus, the 10 workers on the Fisheries Surveillance vessel of the Department of Fisheries and Fisheries Surveillance were performing professional and technical duties, which is not appropriate according to regulations.
The Director of the Department of Home Affairs added that previously, the State Treasury managed this content, so there was a name and a source for payment. But now, if there is no name on the approved list, the State Treasury will not pay, which is why the incident of the 10 workers on the fishing control ship happened.
To resolve the problems related to 10 workers on the Fisheries Surveillance vessel, it is necessary to study appropriate solutions that do not violate regulations.
"This is a Government regulation, not a provincial or department regulation" - comrade Nguyen Viet Hung emphasized.
To clarify further, the Director of the Department of Home Affairs gave figures comparing the Forest Ranger and Fisheries Ranger forces. Comrade Nguyen Viet Hung said that the Forest Ranger Sub-Department was assigned 302 positions, currently has 285 positions, not including the ranger teams of other forest owners. The Fisheries Ranger force was assigned 28 positions for civil servants and 10 officials, currently has 26 civil servants and 10 officials.
Thus, the numbers of the two forces differ greatly, while the staffing does not increase, or even decreases, so solving this problem is very difficult.
Sharing the difficulties and problems of 10 workers on the Fisheries Surveillance vessel of the Department of Fisheries and Fisheries Surveillance, Chairman of the Provincial People's Committee Nguyen Duc Trung said that this is a historical problem, and according to current regulations, it is not allowed. The Chairman of the Provincial People's Committee assigned the Department of Home Affairs to coordinate and guide the Department of Agriculture and Rural Development to find appropriate solutions that are not contrary to regulations.
