The inspection team is headed by Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee. The deputy heads of the team include: Mr. Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development; Mr. Tran Xuan Hoc - Deputy Director of the Department of Agriculture and Rural Development. The team consists of 11 members who are leaders of departments, branches, sectors and leaders of coastal districts and towns.
Accordingly, the delegation inspected the implementation of anti-IUU fishing work according to the direction in documents of the Prime Minister, the Ministry of Agriculture and Rural Development, and the People's Committee of Nghe An province.
In particular, the Delegation will focus mainly on the implementation, direction and inspection of the Steering Committee against IUU fishing in coastal districts and towns; inspecting the management of fleets, statistics and monitoring of output in localities. Inspecting the handling of fishing vessels that lose VMS connection at the People's Committees of coastal districts and towns; coastal border posts; inter-sectoral working groups inspecting and controlling fisheries.
Checking the work of confirming fishing vessels entering and leaving ports, docking at ports, and leaving ports; Monitoring the output of aquatic products at fishing ports, interdisciplinary working groups; guiding, collecting reports and logbooks of aquatic products at fishing ports. Checking the compliance with regulations on combating IUU fishing by fishing vessel owners.
The delegation has the task of concluding specifically on the inspection contents; evaluating the implementation of legal provisions of the inspected subjects; detecting violations (if any), clarifying the nature, level of violations, causes and responsibilities of the violating agencies, organizations and individuals.
The head of the inspection team is allowed to use the seal of the Provincial People's Committee; the deputy head of the inspection team is allowed to use the seal of the Department of Agriculture and Rural Development to establish case files and handle administrative violations or transfer them to competent authorities for handling (if any).
The inspection subjects include: Heads of agencies, units, and officials working at the People's Committees of coastal districts and towns assigned to combat IUU fishing; coastal border posts; inter-sectoral working groups inspecting and controlling fisheries; fishing ports and wharves in Nghe An province; and fishing vessels anchored in port areas.
The inspection may be announced or unannounced. The inspection period begins from the effective date of the Decision until December 31, 2024.
The Provincial People's Committee requests the Directors of Departments, Heads of provincial-level departments and branches; Chairmen of People's Committees of coastal districts and towns; Chairmen of People's Committees of communes and wards, Heads of relevant agencies and units, and fishing vessel owners to coordinate and create favorable conditions for the Inspection Team to perform its tasks. Receive and handle the recommendations of the Inspection Team according to their authority, strictly handle organizations and individuals who do not perform well in combating IUU fishing, report the implementation results to the superior management agency and the Department of Agriculture and Rural Development for synthesis and reporting to the Provincial People's Committee.
