On the afternoon of June 24, the Legal Committee (Provincial People's Council) organized a delegation to supervise the settlement of voters' opinions and recommendations before the 17th session of the 15th Provincial People's Council at the Department of Natural Resources and Environment.
Working with the Department of Natural Resources and Environment, members of the Supervisory Delegation clarified the handling of voters' opinions and recommendations before the 17th session of the 15th Provincial People's Council related to the sector.
Accordingly, in response to the petition of Tam Diep city voters on reviewing, assessing the current situation and having solutions to implement support policies and compensation for damages according to regulations for households whose land is located in the 220KV high-voltage power grid corridor constructed in 2001 passing through Tay Son, Tan Binh, Bac Son and Nam Son wards, the Department of Natural Resources and Environment chaired and coordinated with the People's Committee of Tam Diep city to conduct inspections and review the current situation. The results showed that: At the time the Provincial People's Committee decided to reclaim land to build the 220KV Ninh Binh - Thanh Hoa power pole base in Tam Diep town in 2001, the land reclamation was carried out in accordance with Decree No. 22 dated April 20, 1998 of the Government. According to Decree No. 22, at that time there were no regulations on compensation for damages due to restrictions on land use, especially residential land and land for perennial crops (garden land). Therefore, voters' opinions have no legal basis to apply.
Regarding the recommendations of voters of Yen Mo district on the issue of publicizing, unifying forms and providing detailed instructions for people when making records and procedures on land; clearly defining the measurement period, the time to return technical measurement results, the place to receive measurement results at the commune level..., the Department of Natural Resources and Environment said: In order for people to be able to access and exploit information and forms with the contents of administrative procedures in the land sector, the Department has directed the public posting of the process and procedures for settlement at the Reception and Return of Results Department of People's Committees at all levels, the Provincial Land Registration Office and branches in districts and cities.
Regarding voters' reflection on the delay in land surveying to serve the registration of land use right certificates, the Department of Natural Resources and Environment has also clarified the objective and subjective causes and committed to directing the Land Registration Office to review, focus on checking records, supplementing labor force, machinery, and equipment to serve the needs of the people. At the same time, it will strengthen the awareness and sense of responsibility of cadres, civil servants, and employees at the Land Registration Office branches to continuously improve the quality of service to the people and businesses.
At the meeting, members of the Supervisory Delegation also discussed and clarified the response to the petition of voters of Ninh Binh city regarding the situation of some units being assigned land or leased land not using it for many years, leaving it fallow, causing waste and affecting environmental sanitation.
Based on discussions with the Department's leaders, the Monitoring Team requested the Department of Natural Resources and Environment to continue to strengthen, review, inspect and examine to advise on a definitive solution to the situation where some units were allocated land or leased land but did not use it for many years, causing waste; continue to have solutions to simplify administrative procedures on land, especially in the work of cadastral measurement of land plots...
The monitoring team also conducted field surveys at a number of units that were allocated land and leased land that had not been used for many years, leaving it fallow, causing waste according to the recommendations of voters in Ninh Binh city.
