On April 1, the working delegation of the Committee on Science, Technology and Environment of the 15th National Assembly, led by Vice Chairwoman Nguyen Thi Le Thuy, had a meeting to supervise the implementation of the Resolution of the 15th National Assembly on converting the purpose of forest use to build the Ban Mong reservoir in Thanh Hoa province.

Working with the monitoring delegation were comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of the National Assembly Delegation and the Provincial People's Council, leaders of relevant departments, branches, units, enterprises and Nhu Xuan district.

Immediately after the National Assembly approved the policy of changing the purpose of using 586.45 hectares of forest in Thanh Hoa province to implement the project, the province reviewed and prepared enough vacant land to plant forests to replace the converted area of the project. At the same time, implementing the direction of the Ministry of Agriculture and Rural Development, the Provincial People's Committee approved the plan to pay for replacement forest planting with a total amount of 74.2 billion VND. After 2 years of approving the budget for replacement forest planting, the project has not yet arranged the budget to implement replacement forest planting according to regulations.

To stabilize the lives of 119 households that have to be relocated in the project area, the People's Committee of Nhu Xuan district has established a Compensation, Support and Resettlement Council of the project and reviewed and updated data in 2021. Due to lack of capital allocation, the Compensation, Support and Resettlement Council of Nhu Xuan district has not yet implemented the following tasks. The Vietnam Rubber Industry Group has agreed in principle to hand over the land to invest in the construction of a resettlement area with an expected recovery area of 338.75 hectares to arrange production land and 119 households affected by the project.

The People's Committee of Nhu Xuan district has completed the marking, measuring and mapping of the resettlement area of 338.75 hectares and approved the detailed construction plan at a scale of 1/500 for the resettlement area of the Mong reservoir project in Xuan Hoa commune with a total area of 189,184.8 m2 .

In the process of implementing the project components, Thanh Hoa province still encountered many difficulties and problems, so it is recommended that the National Assembly's Committee on Science, Technology and Environment consult with the Government and the Prime Minister to direct the Ministry of Agriculture and Rural Development to approve the payment of the Project's replacement forestation money to the Vietnam Forest Protection and Development Fund to organize replacement forestation in other localities and direct localities to receive the project's replacement forestation money.

Consider increasing land use targets for land types in the land use planning period 2021-2030. During the 10 years of project implementation and Thanh Hoa province as the investor of the compensation, support and resettlement component in Nhu Xuan district since 2019, since then, people in Thanh Son village (Nhu Xuan) have been waiting wearily because the province has not yet received funding from the Ministry of Agriculture and Rural Development and the Government to implement the project components.

At the monitoring session, members of the monitoring delegation and relevant departments of the province and Nhu Xuan district discussed legal regulations to implement the project components, focusing on the content of converting the purpose of forest land use, reforestation and the progress of resettlement areas for households affected by the project.

Speaking at the monitoring session, Vice Chairman of the Provincial People's Committee Le Duc Giang explained a number of recommendations from the members of the monitoring delegation regarding the implementation of the project components. If capital is allocated on schedule, Thanh Hoa province commits to implementing the project components in accordance with legal regulations and on schedule as required.

Concluding the monitoring session, Vice Chairwoman of the National Assembly’s Committee on Science, Technology and Environment Nguyen Thi Le Thuy requested Thanh Hoa province to clarify the recommendations and review and update newly issued regulations and guidelines for the project. At the same time, she requested the province to review and re-inventory the forest land area to carry out replacement afforestation and complete procedures for resettlement arrangements for people affected by the project.
The monitoring delegation received recommendations and proposals from the People's Committee of Thanh Hoa province, Nhu Xuan district and related units to report to the National Assembly to resolve difficulties and speed up the project's progress.
