Supervise the implementation of resolutions of the Provincial People's Council on the development of the health system and population policy in Dong Ha City.

This morning, November 13, the monitoring delegation of the Culture - Social Committee of the People's Council of Quang Tri province worked with the Medical Center of Dong Ha city on the implementation of Resolution No. 87/NQ-HDND dated December 9, 2022 and Resolution No. 45/2020/NQ-HDND dated July 23, 2020 of the Provincial People's Council on the development of the health system and population policy in Dong Ha city.

Dong Ha City Medical Center is a multi-functional medical center, established under Decision 671 dated March 28, 2024 of the Department of Health. The network scale has 18 departments and 9 ward health stations. The current staff has 189 people/193 assigned positions.

Implementing the resolutions of the Provincial People's Council on developing the health system and population policy in the area, up to now, basically the targets and tasks of providing health services and taking care of people's health, population work and development have all been achieved and exceeded by the end of the period.

The ratio of doctors/10,000 people is 3.8 doctors, lower than the set target. The ratio of health stations with doctors and midwives is 100%. Since 2016, Dong Ha City has had 100% of wards meeting the National Criteria for Commune Health by 2020. Up to now, 55.5% (5/9 wards) have met the National Criteria for Health according to the new criteria.

Dong Ha has stabilized the natural population growth rate below 1%; the goal of reducing births and gender imbalance at birth has basically achieved the natural balance and approached the replacement fertility target. Projects to improve population quality, health care for the elderly, prenatal and newborn screening... have achieved good results.

The current difficulty is that the facilities of Dong Ha City Medical Center, which were received from the Provincial General Hospital after many years of operation, have many degraded items; some medical stations are cramped in area and degraded and need to be invested in for repair and new construction...

Dong Ha City Medical Center is one of two district-level units in the province that is 100% autonomous, however, its organizational structure is not autonomous due to provincial regulations, so its operations still face some shortcomings. The province's current policy of attracting and rewarding doctors is still low, so there are no doctors at the district level, leading to a shortage of doctors.

From there, Dong Ha City Medical Center requested the leaders of the province and Dong Ha City to pay attention to timely allocating resources to invest in facilities and medical equipment to ensure medical examination, treatment and health care for people, and implement population and development policies in the area.

At the working session, members of the monitoring delegation of the Provincial People's Council's Culture and Social Affairs Committee questioned and clarified the situation of organizational structure, operating budget, material facilities and the implementation of some professional tasks; difficulties and inadequacies to explain why non-public medical facilities operate well, attracting a large number of patients while public medical facilities operate with difficulty and the issue of voters and people reflecting on the reality of lack of treatment drugs that must be purchased from outside...

Regarding recommendations and proposals from Dong Ha City Medical Center, the Provincial People's Council's Culture and Social Committee synthesizes, reports to the Provincial People's Council meeting and transfers to the competent authority for resolution.
