On the morning of October 9, the Central Council for Coordinating the Dissemination and Education of Law organized the 2024 "Business and Law" forum with the theme "Joining hands to solve legal issues, contributing to creating a favorable investment and business environment for enterprises".
Comrade Le Thanh Long, Deputy Prime Minister, Chairman of the Central Council for Coordinating Law Dissemination and Education chaired the forum.
The forum was attended by leaders and representatives of central departments, ministries and branches. The forum was held online nationwide.
At Lao Cai province, the forum was attended by Ms. Giang Thi Dung, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Council for Coordinating the Dissemination and Education of Law; leaders of a number of provincial departments and branches; members of the Provincial Council for Coordinating the Dissemination and Education of Law; Justice Departments of districts, cities, towns and a number of units and enterprises.
This is the second time the forum has been organized, as an activity under the interdisciplinary legal support program for small and medium enterprises in the period of 2021 - 2025, aiming to strengthen the communication of legal policies, contributing to the effective implementation of the Project "Organizing communication of policies with great impact on society in the process of building legal documents in the period of 2022 - 2027" (issued in Decision No. 407/QD-TTg dated March 30, 2022 of the Prime Minister).
The forum focused on discussing legal problems regarding procedures for investment projects using land and solutions to overcome them; identifying shortcomings in regulations on investment and construction activities and problems in the implementation process; difficulties in procedures and preparation time for investment projects; the current time for carrying out actual licensing procedures is prolonged, slowing down the investment process, causing impacts and difficulties for businesses....
Along with that, the forum focused on discussing legal problems related to tax and solutions to overcome them, including discussing difficulties in VAT refunds; procedures for VAT refunds to ensure policy transparency, ensure VAT refunds according to the principle of risk management, timely tax refunds for businesses within the time limit prescribed by the law on tax management....
With a democratic and frank spirit, leaders and representatives of ministries, sectors and the business community had direct dialogues to grasp and resolve difficulties and obstacles in policies and institutions related to the legal life of enterprises, creating a favorable environment for investment, production and business.
Speaking at the forum, Comrade Le Thanh Long, Deputy Prime Minister and Chairman of the Central Council for Coordination and Dissemination of Legal Education, highly appreciated the opinions contributed at the forum and assigned the Ministry of Justice to synthesize the opinions, and at the same time advise the Government in direction and administration; advise on amending policy mechanisms in accordance with reality.
The Deputy Prime Minister emphasized that the implementation of legal policies must be based on the spirit of taking people and enterprises as the center, subject, goal and driving force of development. The Deputy Prime Minister requested that ministries and functional branches continue to coordinate and deploy many solutions to solve legal problems for enterprises, focusing on solutions to promote the improvement of legal institutions; promptly grasp and identify legal problems, difficulties and obstacles in the implementation process, thereby proposing solutions to remove them, creating a favorable environment for investment, production and business of enterprises.
