It is no coincidence that the image of Nghe An is always associated with the Lam River. The river is blue, soft and gentle like the people of Nghe An - although gentle, inside there are always rolling waves, full of enthusiasm with an energy that can sweep away all the barriers ahead to reach the ocean.
That is the mindset of Nghe An and it is this mindset that has permeated the way of thinking and doing of Nghe An people. That is proven through the image of prosperous Vinh City, through the remarkable investment attraction figures.
Talking about attracting investment, especially attracting foreign direct investment (FDI), Director of Nghe An Department of Planning and Investment, Mr. Pham Hong Quang excitedly shared that in 2024, Nghe An's FDI attraction will reach nearly 1.75 billion USD - the highest ever, with 19 newly licensed projects. This is also the third consecutive year that Nghe An ranks in the Top 10 nationwide in attracting FDI.
Nghe An's success in attracting FDI is thanks to the correct and accurate orientation of the Provincial Party Committee and Provincial People's Committee in building an investment attraction strategy.

According to Mr. Quang, the presence of reputable industrial park infrastructure investors with international prestige in providing industrial park services is a right step for the locality.
Through Mr. Quang's perspective, it can be seen that Nghe An has a different approach and a far-reaching vision. In fact, VSIP, WHA, Hoang Thinh Dat - big names in the field of industrial park infrastructure development - are present in this locality as an answer to Nghe An's success.
Talking about VSIP Nghe An, Mr. Le Tien Tri, Head of the Management Board of Southeast Nghe An Economic Zone said that after 9 years of operation, VSIP Nghe An Industrial Park attracted 50 investment projects, including 30 FDI projects.
According to Mr. Tri, VSIP Nghe An has 31 projects that have come into operation, initially creating jobs for more than 20,000 workers; 6 projects are under construction and 13 other projects are planned to be built in the coming years.
“The total leased land area of the industrial park is 247.35 hectares, with an occupancy rate of 97%. The total investment capital in VSIP Nghe An Industrial Park is 1.809 billion USD (of which, secondary investors are 1.529 billion USD, VSIP Nghe An 1 is 279.9 million USD). It is expected that when the entire factory is put into operation, it will create jobs for about 70,000 workers,” said Mr. Tri.
Through research, VSIP Nghe An is currently leading in attracting investment, with many projects with capital of hundreds of millions of USD already in operation, such as Luxshare ICT Co., Ltd. (Nghe An), with a total investment of 290 million USD (2 projects), creating jobs for nearly 12,000 people, revenue in 2023 reaching about 8,000 billion VND; EVERWIN Precision Technology Co., Ltd. (Vietnam), with a total investment of 309.68 million USD (2 projects), coming into operation in 2024.
In addition, many famous FDI investors have "landed" in Nghe An, such as LUXCASE Technology Co., Ltd. (Vietnam), investing 473 million USD, expected to come into operation in 2025, creating jobs for about 1,000 people; the project of Luxshare Technology Co., Ltd. (Vietnam), with a total investment of 35 million USD, expected to come into operation in 2025, creating jobs for about 1,500 people; the project of Luxvisions Science and Technology Co., Ltd. (Nghe An), with a total investment of 60 million USD, expected to come into operation in 2025, creating jobs for about 1,500 people;

In early 2025, Nghe An granted an investment certificate to WHA Group (Thailand). WHA began investing in Nghe An province in 2017. Up to now, WHA's total investment capital in Vietnam is 310 million USD and the Group's goal is to invest 1 billion USD in Vietnam.
At the licensing ceremony, Ms. Jareeporn Jarukornsakul, Chairwoman of WHA Board of Directors, said that in the coming time, the Group will continue to develop further, especially attracting investment in Nghe An province.
“2024 was a very successful year for WHA, selling 400 hectares of industrial land to customers around the world; investing in industrial parks in Thailand and Vietnam. WHA Group hopes that in the coming time, there will be more conditions to develop new industries in Nghe An in particular and Vietnam in general,” said Ms. Jareeporn Jarukornsakul.
Ready to enter the new era
In the first days of 2025, many people in Vinh City felt the positive changes in their hometown.
Right in the last month of 2024, the whole Nghe An province has a big change with the arrangement of administrative units. Accordingly, from December 1, 2024, Nghe An will arrange 187 commune-level administrative units. In particular, Cua Lo town officially merged into Vinh, making Vinh city a coastal city in the Central region.
The arrangement has received high consensus from all classes of people. Nghe An in general and Vinh city in particular consider this an important turning point to bring the homeland to new heights, promote potential and advantages to make a strong breakthrough in the coming years.
Recognizing the development opportunities of Nghe An, Mr. Nguyen Duc Trung, Secretary of Nghe An Provincial Party Committee, affirmed that Nghe An needs to strengthen innovation and unleash resources to create a comprehensive breakthrough.
According to Mr. Trung, Nghe An needs to assess, clearly identify bottlenecks and propose breakthrough solutions to unlock development resources. The focus is on administrative reform, improving management and operation efficiency, while promoting digital transformation and improving the investment and business environment. Nghe An aims to build a favorable business environment, focusing on businesses and people as the center of service, with the measure of development being people's satisfaction.
“The province focuses on implementing strategic projects such as Cua Lo Deep Water Port, Vinh International Airport and key economic zones. These are important driving forces to promote regional economic development, creating the foundation for Nghe An to become the economic center of the North Central region,” Mr. Trung said.
The Secretary of the Nghe An Provincial Party Committee also said that one of the key factors to promote sustainable development is investment in human resources. The province continues to improve the quality of education, vocational training and attract high-quality human resources. Nghe An also focuses on developing science, technology and innovation, combined with preserving and promoting local cultural values.
Answering the question of why Nghe An is an address that has been and is being interested by domestic and foreign investors, economic experts and the business community share the same view that the key is thanks to the Nghe An government being very receptive and having a unified approach to investors.
Speaking about this issue, a representative of Hoang Thinh Dat Joint Stock Company, the investor of Hoang Mai 1 and Hoang Mai 2 Industrial Parks, one of the very successful industrial park infrastructure projects in Nghe An, said that Nghe An is one of the few localities where both the Provincial Party Secretary and the Provincial People's Committee Chairman always work together to actively support investors.
“Investors coming to Nghe An feel very secure, because the presence of both the Provincial Party Secretary and the Provincial People's Committee Chairman is the best commitment, ensuring favorable conditions for investors to implement the project,” representative Hoang Thinh Dat shared.
According to this business representative, Nghe An's success in attracting investment comes from the creative role of the government system, creating important bridges and clear directions to help investors in the field of industrial park infrastructure investment find effective partners.
The dream of Nghe An and the aspiration of Lam River are gradually being realized clearly, not only based on the strategic vision of the entire Nghe An political system, but also with strong support from the Central Government. After Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, Nghe An was also issued by the National Assembly Resolution No. 137/2024/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province. These are important legal frameworks to bring Nghe An into a new era.
