At nearly 7 p.m., heavy rain lasting for about an hour caused many streets such as Le Duc Tho, Nguyen Van Khoi (Go Vap District), and Bui Vien (District 1) to be partially flooded. On Le Duc Tho Street, the water was almost half way up, many vehicles stalled, and people struggled to wade through the water to get home. The water flooded in, forcing shops to close and use shelves to prop up items to avoid flooding. Some houses used boards to block their doors to prevent water from entering.
Meanwhile, on Bui Vien Street, the water was more than 300 meters long, and some restaurants had to move their tables, chairs, and furniture up high to wait for the water to recede. Many tourists rolled up their pants and waded through knee-deep water to get to their hotels. "Whenever it rains heavily here, the water rises everywhere, affecting business and tourists, but the flood control has not been improved," said Ms. Thuy, a restaurant owner in the area.
